CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 5:Ol p.m.
ROLL CALL:
Present: Chairman Bizieff, Commissioners Jones, Schwei, Valenti, Wanamaker, and
ex-off icio Noble

COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
Chairman Bizieff requested a change to the minutes to reflect that Vice-chairman Jones had called the
February 8th meeting to order.
ACTION: Motion by Commissioner Valenti, and duly seconded, to approve the Minutes of the
Regular Meeting of February 8,1995, as amended.

BUSINESS:
1. Walkina Tour/CLG Grant
Planning Commissioner Noble reported that on his recent trip to New Mexico, he noted that the city he was
visiting had a walking tour booklet which was given to visitors on request. The booklet contained
advertising from local merchants. He suggested this might be another method to consider for funding of a
brochure for the walking tour. Unfortunately, he loaned the booklet to a friend and did not get it back so he
will get another and bring it to the next meeting, if possible.
Commissioner Jones reported that there will be a program on Cablevision, channel 38, which shows
historic sites of Carlsbad’s Barrio. It will be televised on several occasions, including Friday night at
8:OO p.m.
Chairman Bizieff announced that Patra Straub, a local tour guide, was in attendance. He invited her to
speak on the subject of the proposed walking tour.
Commissioner Wanamaker arrived at 513 p.m.
Patra Straub, 3994 Scott Drive, Carlsbad, addressed the Commission and stated that her company
conducts tours all around San Diego County. Many tourists come to Carlsbad because of its charm and
she believes that a brochure pointing out the local historic and notable sites would be a valuable resource.

It shows that the residents of Carlsbad value their history. She believes that many ills in a community can be corrected by having a "sense of place" and that a tour of local sites would help enhance that sense of
place. She has been told by someone on the Arts Commission that they would be interested in joining this
Commission's efforts to create a brochure documenting historical sites within Carlsbad.
Ex-officio Commissioner Noble left the meeting at 5:45 p.m. to attend another meeting.
Patricia Cratty, Senior Management Analyst, stated that applications for CLG funds are due on June 2,
1995. The general consensus was that it would be near impossible to submit an application for a walking
tour this year. A subcommittee was formed consisting of Commissioners Jones and Wanamaker. They
will meet and formulate a recommendation to present to the Commission regarding the walking tour idea.
2. National Preservation Week
Commissioner Schwei reviewed the plans for National Preservation Week, May 14-20, 1995. Chairman
Bizieff presented artwork by Vicki Bizieff for the tee-shirts, which will be white with a green emblem. All
material has been distributed to the third grade teachers at each elementary school regarding the
children's art contest. The artwork will be judged on Saturday, April 8, 1995 from 9:00 a.m. to 12:OO noon.
There will be two judges each from the Carlsbad Historical Society, the Carlsbad Arts Commission, and the Historical Preservation Commission. Chairman Bizieff will be the tiebreaker, should there be a tie. The 15
winners will be awarded their prizes on May 16, 1995 at 6:OO p.m., just prior to the City Council meeting.
ACTION: Motion was made by Commissioner Jones, and duly seconded, to authorize
expenditures for the Leo Carrillo pamphlets and Leo Carrillo caricature pins. The pins
will be given to all participants of the contest. Pamphlets will be given to the Honorable
Mentions.

3. Santa Fe Dewt
The Commission discussed the plaque placement for the Santa Fe Depot.

Motion was made by Commissioner Valenti, and duly seconded, to place the plaque on
the west wall (outside), to the right of the door and just above the Santa Fe plaque.

4. Commission Rewrts
Commissioner Wanamaker reported on the Redevelopment Committee and stated that their major project
right now is the design manual.
Commissioner Jones reported on the Barrio Association and stated that definite plans for their walking tour
will not be ready for another 2-3 weeks. He also stated that the slide to video presentation of the Carrillo
Ranch will be started in about 2-3 weeks. It is being done by Val Brown at Cablevision.

Commissioner Valenti reported on the Historical Society and stated that their big project right now is
fundraising for the Frazier tower. The new president of the Society is Geoff Armour. They also have a new archivist.
Chairman Bizieff stated that the Carrillo Master Plan Committee will be having their first meeting in the
near future. He will report at the next meeting.
Patricia Cratty, Senior Management Analyst, stated that there will be a workshop in Historic Preservation
Workshop held in San Diego on March 31st, should anyone be interested.
ADJOURNMENT:
By proper motion, the Regular meeting of March 13, 1995 was adjourned at 6:39 p.m. to 9:00 a.m. on April
8, 1995 at the the Harding Community Center, for the judging of the children's art contest.
