CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 505 p.m.

COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
Approval of the April 10, 1995 Minutes were tabled to the June meeting.
BUSINESS:
Due to the attendance of Ms. Dawn Suits, it was unanimously agreed to place Agenda item #4 ahead of
item #l.
4. Report on Escondido's Preservation Proaram
Chairman Bizieff introduced Dawn Suits, a resident of Carlsbad and a former employee of the City of
Escondido. While working for the City of Escondido, Ms. Suits was involved in the adoption and
administration of Escondido's Historic Preservation Program. She addressed the Commission and gave a
history of the program, some of the mistakes that were made, and how the program is functioning today.
She stated that the current program has been in place now for three years and appears to be working quite
well. It includes an incentive program which helps ensure that Escondido meets CLG standards. Incentives for participation in the preservation program include waivers of the building permit fee and plat
plan fee. It also includes reimbursement for dumpsters and landscape materials up to $1 50. It is not
necessary to be on the historical registry to benefit from these incentives. If a structure is on the historical
register, however, additional incentives are available which include landscape materials up to $300 and
architectural design services up to $300. The allocation for these incentives is included in the general
fund. There has been no new funding source.
Commissioner Valenti and Council Member Finnila arrived at 5:18 p.m.
After her presentation, Ms. Suits invited questions. The following responses were noted:
- Escondido maintains an inventory of all structures throughout the City. This inventory is involuntary.
There are 350 homes currently participating in the Historic Preservation Program. - An area within the older part of town contains an historic overlay as a Historical District.

- Approximately 100 property owners have taken advantage of the Mills Act; 90% are residential. - Escondido also has a plaque program; plaques are placed on the sidewalk for private structures and are
affixed to the building on public structures.
The Commissioners thanked Ms. Suits for her informative presentation.
1. National Preservation Week
The activities for National Preservation Week were discussed. Chairman Bizieff stated that the art from the
contest is being displayed in both libraries (Main and La Costa), First Interstate Bank, Rancho Vista Bank,
and at Kelly and Jefferson schools. Winners will be presented awards at the City Council meeting on
May 16, with a reception afterwards. Chairman Bizieff will coordinate with Commissioner Schwei to get
thank you's sent out. Commissioner Jones will check with Daniels Cablevision to see if there can be some
coverage of the contest winners on cable news.
2. Walkina Tour Guide Booklet
Ex-officio Member Noble shared a brochure from BMbf/S#)tlh@ Silver City, New Mexico, which contains a walking tour map. The cost of the brochure is taken care of by merchant advertising. Since there are currently some incomplete projects in Carlsbad which could have a bearing on a walking tour, it was
decided to table this item for a few months until more definitive information is available.
3. Historical Societv Archives and Oral Histories
Commissioner Valenti reported that the Historical Society is in the process of preparing an archival
program and oral histories of Carlsbad. This item was continued because Ms. Gutierrez was unable to
attend the meeting as planned.
5. Public Art and Historic Preservation
This item was continued to the next meeting in order to give Commissioners more time to digest the
information in the article from the National Assembly of Local Arts Agencies. Council Member Finnila
suggested that this information may be beneficial when the art issue for the transit station comes forward.
COMMISSIONER REPORTS:
Chairman Bizieff reported on the Carrillo Ranch Master Plan Committee and stated that 24 RFP responses
had been received from interested engineers and landscape firms for the Carrillo Ranch project.
