CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 5:OO p.m.
ROLL CALL:
Present: Chairman Bizieff, Commissioners Jones, Schwei, Valenti, Wanamaker, and
ex-off icio Noble
Staff Present: Martin Orenyak, Community Development Director
Also Present: Susan Gutierrez, Carlsbad Historical Society
Ramona Finnila, City Council Member
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
ACTION: Motion by Commissioner Jones, and duly seconded, to approve the Minutes of the
Regular Meeting of April 10, 1995, as submitted.
VOTE: 4-0

NOES: None
ABSTAIN: None
Ex-officio Member Noble requested a correction to the Minutes of May 8, 1995 on page 2, paragraph 4.
The correct name of the city he mentioned is Silver City, New Mexico.
ACTION: Motion by Commissioner Wanamaker, and duly seconded, to approve the Minutes of
the Regular Meeting of May 8, 1995, as submitted.

BUSINESS:
Due to the attendance of Ms. Susan Gutierrez, it was unanimously agreed to place Agenda item #2 ahead
of item #l.
2. Historical Society Archives and Oral Histories
Susan Gutierrez, Carlsbad Historical Society, addressed the Commission and stated that, in an effort to
preserve some of the history of Carlsbad, oral histories will begin being taken this summer. Many
prominent citizens are aging and the Society feels this is one way to document their memories of Carlsbad.
The first group to be interviewed will be women in the Barrio and Anglo's of the same age group. After

summer, the interviews will expand into the general populace. The Society would like to videotape the
history of Carlsbad and capture as many historic buildings and artifacts as possible. She noted that the Society could use some help with the oral histories, interviewing, and transcription.
1. National Preservation Week
Chairman Bizieff reported that everyone was very pleased with the results of National Preservation Week.
He will coordinate with Commissioner Schwei to make sure that all of the thank you's get sent out.
Commissioner Valenti will prepare the financial report and present it at the next meeting.
Commissioner Schwei arrived at 5:34 p.m.
Commissioner Schwei stated that the thank you's are all done and mailed. There are still some tee shirts
available. She passed around photos to the Commissioners. She stated that she had been approached by
Jeff Armour about purchasing one of the art works.
3. City of Escondido Historical Resources Ordinance
The Commission discussed Escondido's voluntary historic preservation program. Martin Orenyak,
Community Development Director, stated that the way Carlsbad's ordinance reads, it would not be eligible
for CLG grants. There is no motivation for property owners. The previous ordinance was discussed
because many of the new Commissioners were unaware of the problems which had resulted.
4. California Preservation Foundation Conference
The Commission discussed the California Preservation Foundation Conference which was held in
Riverside on June 1, 1995.
COMMISSIONER REPORTS:
Commissioner Wanamaker reported on the Redevelopment Master Plan Committee and stated that they
are in the final process preparatory to going to the City Council. Many people have worked very hard over
the past couple of years to put this together. He agrees with everything except two minor items. The Plan
should be presented within 4-6 weeks.
Commissioner Valenti reported on the Historical Society and stated that they are now reviewing material
for the train depot. The water tower is scheduled for City Council tomorrow night.
Commissioner Jones reported on the Barrio Association and stated that the walking tour in the Barrio is
still in limbo. He is waiting to hear from Dee Landers regarding this matter.
Chairman Bizieff reported on the Carrillo Ranch Master Plan Committee and stated that they have received
bids from seven engineering firms, however everything is temporarily on hold due to a lack of funding.
In response to questions he had received regarding the old Kelly Barn which had recent been torn down,
Mr. Orenyak passed out a memo to the Commissioners which identified the measures which had been
taken by the developers to memorialize the barn for historical purposes. Commissioner Valenti requested
that this subject be added to the July agenda for discussion because the Commission had not been made
aware that it was being demolished.
Commissioner Schwei would also like to see an item on the July agenda to discuss placing a historic
monument in the Hosp Grove Park.
