CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 5:37 p.m.
ROLL CALL:
Present: Chairman Bizieff, Commissioners Jones and Valenti
Absent: Commissioners Schwei, Wanamaker, and ex-off icio Noble
Staff Present: Don Rideout, Senior Management Analyst
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
Commissioner Valenti noted a typo in the last paragraph on page 1. He has been a member of the
Commission for 7 months, not 17 months. He requested the Minutes be corrected.
ACTION: Motion by Commissioner Valenti, and duly seconded, to approve the Minutes of the Regular Meeting of July 10, 1995, as amended.

BUSINESS:
1. UDdate on Kelly Ranch Barn
Chairman Bizieff stated that Daniels Cablevision appears to be interested in airing the history of the Kelly Ranch Barn. They are working to resolve copyright issues since the film on file in the Planning Department was produced by the Wimpey Company. Chairman Bizieff will continue to work with Daniels
and, hopefully, will report an airing date at the September meeting.
2. Certified Local Government Grants
Chairman Bizieff reported that he has been attempting to contact Sandy Elder at the State Office of
Historic Preservation. It is his understanding from Pat Cratty that the annual report must be submitted in
the near future. Don Rideout, Senior Management Analyst, will work on the report and present it at the
September meeting .
Mr. Rideout stated that the City of Carlsbad is presently certified. However, if our ordinance changes, it
must be reviewed by the State Office of Historic Preservation. The proposed ordinance changes historic
preservation to a voluntary program and the State may not like the idea that it is voluntary. The City
Council has not yet adopted the new ordinance.

Mr. Rideout passed a summary of the CLG program. He noted that the fund is small and therefore the
awards are also small. He will investigate about the matching requirements and report at the September
meeting.
3. Additional Proiects
Mr. Rideout reported that there will be an Historic Preservation Workshop in San Diego in October. He will
provide further information as it becomes available.
Mr. Valenti reported that the subcommittee to discuss a monument at Hosp Grove has not had an
opportunity to meet as yet due to vacations, etc. He stated that the subcommittee will meet later this
month and make a report at the September meeting.
Mr. Rideout reported that the plaque for the Santa Fe Depot has been ordered but he does not yet have a
delivery date. He will advise the Commission when the plaque has been received so that plans can be
made for a placement ceremony.
The Commission requested that the items on the August agenda be continued to September.
COMMISSIONER REPORTS:
Mr. Rideout reported that there would be a workshop on the Redevelopment Master Plan at the Joint
Meeting of the Design Review Board and Planning Commission to be held August 16, 1995.
Chairman Bizieff reported on the Carrillo Ranch Master Plan Committee and stated that seven firms will be
making presentations to the Committee on September 13 and 14. The presentations should be
approximately one hour long each. After the presentations, one firm will be selected to work on the Master
Plan.
Commissioner Jones reported on the Barrio Association and stated that he had spoken with Ofie Escobedo
and Michael Grim. The Specific Plan is in its final stage. The design criteria has been completed and staff
is currently working on the development standards. They are attempting to create standards which will
enable low cost loans. Commissioner Jones stated that there is an overlap with the Redevelopment District
Master Plan on two streets. The plans show a median running down the center of Roosevelt and
Tyler Streets which will contain bells and flower pots, indicating entrance into the Barrio. The Commission
would like to have Dee Landers and Michael Grim make a presentation at the September meeting.
Commissioner Valenti reported on the Historical Society and stated that they are currently planning a tour
of the Carrillo Ranch for new members of the Society.
