CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 5:30 p.m.
ROLL CALL:
Present: Chairman Bizieff, Commissioners Jones, Schwei, Valenti, Wanamaker, and
ex-off icio Noble
Staff Present: Don Rideout, Senior Management Analyst
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
ACTION: Motion by Commissioner Valenti, and duly seconded, to approve the Minutes of the
Regular Meeting of August 14, 1995, as submitted.

BUSINESS:
1. UDdateon Kellv Ranch Barn Video
Chairman Bizieff reported that Daniels Cablevision is still working on transferring the video to 314 inch
tape. Commissioner Valenti reported that he has spoken with the Blade Citizen and they are interested in
running an article on the history of the Kelly Barn.
2. Annual ReDort to State Office of Historic Preservation
Don Rideout, Senior Management Analyst, distributed the draft report and asked for comments or
additions. Commissioners requested that discussions of the Barrio Specific Plan, Lutheran Home, and
Army Navy Academy be included. Mr. Rideout indicated that he would also be submitting a copy of the
revised Historic Preservation Ordinance.
ACTION: Motion was made by Commissioner Jones, and duly seconded, to adopt the City of
Carlsbad Annual Report to the State Office of Historic Preservation.

2. Additional Proiects
Commissioners Schwei and Valenti provided a report from the subcommittee on Hosp Grove. They
recommend a monument constructed of rocks that are found on the site, with a bronze plaque. They
suggested that the Commission seek private donations to pay for the monument. Mr. Rideout suggested
that the Commission send a letter to the City Council recommending that the project be pursued.

ACTION: Motion was made by Commissioner Valenti, and duly seconded, to send a letter to the
City Council recommending a monument at Hosp Grove that could be financed by
private donations.

The Commissioners also discussed spearheading a regular or occasional newspaper article on local history. Commissioner Jones volunteered to pursue an article on the history of the Lutheran Home.
COMMISSIONER REPORTS:
Chairman Bizieff reported on the Carrillo Ranch Master Plan Committee and stated that a selection
committee will be interviewing the short list of seven firms to prepare the master plan. He will inform the
Committee of the outcome of the interviews.
Commissioner Wanamaker reported on the Redevelopment Master Plan Committee and stated that there
was a joint meeting of the Planning Commission and Design Review Board on September 6, 1995 at which
the master plan was discussed. A public hearing was scheduled for October 4, 1995. Following that, the master plan will be forwarded to the City Council for approval.
Commissioner Jones reported on the Barrio Association and stated that there was no change in the status of the plan. He also reported that the Lutheran Home hYh!k@WY has been requested to provide photo
documentation of the existing structure.
ACTION: Motion was made by Commissioner Jones, and duly seconded, to send a letter to the
Lutheran Home expressing the Commission's support and appreciation for the photo
documentation effort.

Commissioner Valenti reported that the Carlsbad Historical Society did not meet in August.
