CALL TO ORDER:
Chairman Bizieff called the meeting to order at 5:30 p.m.
ROLL CALL:
Present:Commissioners Bizieff, Jones, Valenti, and Muth
(Commissioner Schwei arrived at 5:35)

APPROVAL OF MINUTES:
The minutes of the meeting held January 13, 1997 were unanimously approved
as presented.
DISCUSSION OF REVISIONS TO HISTORIC PRESERVATION ORDINANCE:
Commissioner Muth's revisions of the ordinance were discussed. Most of the
revisions involved simplification and clarification of language. All commissioners
agreed that language noting the voluntary nature of the ordinance should be
made the first paragraph under Purpose and Intent (22.02.020). Another
suggestion was to drop paragraph 22.10.040 outlining penalties for non-
compliance. There was also discussion about Composition and Appointment
(22.04.020). The consensus of commissioners was that the composition
requirements be loosened somewhat to state that it would be desirable to have
an interest or an expertise in the academic fields noted and that an interest in
local history should be added to this paragraph. Length of residence in Carlsbad
was not felt to be a key requirement. Mr. Armour and Commissioner Muth will
take these suggestions and provide another draft revision for consideration at
the next meeting.

PLAQUE FOR HOSP GROVE PARK:
Chairman Bizieff showed the commission samples of different size plaques and
lettering. There would also need to be at least a two-inch border to set off the
wording and frame the plaque. The 48-point or half inch letters were the largest, ~
visible at a distance of ten feet or so. The commission chose to go with an 11
inch by 17 inch plaque with medium-sized lettering. Commissioner Bizieff said
he would reformat the sample and bring it back at the next session.
Commissioner Schwei noted that she would follow up on a large stone that might
be donated as an anchor for the plaque.
INFORMATION ON ST. MICHAEL'S CHURCH:
Bailey Noble passed out recommended wording for a plaque highlighting the
historic significance of the original St. Michael's Episcopal Church. Mr. Noble
stated that he had met with church officials on the wording and location of a
plaque. Father Moquin, current pastor of the church, has been very cooperative
and helpful and the church did make some recommendations on desired
wording. The church also indicated that there would be two conditions on having
the plaque mounted. The first condition would require that the plaque be placed
at the northwest corner of the intersection of Christiansen Way and Carlsbad
Boulevard, directly north of Carlsbad-by-the-Sea, now under construction. Since
this location is also at the site of a planned re-creation of Mrs. Ramsay's rose
garden, the church also requested that the exact placement of the plaque wait
until the rose garden is completed.
1996-97 and 1997-98 BUDGETS:
Mr. Armour went over current fiscal year expenditures and discussed the
projected budget for the next year. Most of the commissioners expressed an
interest in attending special workshops or conferences on the subject of historic
preservation. One in particular that was of interest was the annual conference of
the California Preservation Foundation, which is held in northern and southern
California in alternate years. This year the conference will be held in Pasadena
and Mr. Armour said he would provide information on the conference and that
attendance by any commissioners could be managed within the existing budget.
He stated that he would also try to find out about other conference and workshop
opportunities and would notify commissioners well in advance. As for other
budget items, Mr. Armour noted that the ongoing cost of plaques and the annual
3rd Grade Art Contest would continue to be major expenditures as would a
continuing effort to build a collection of books, pamphlets, videotapes, and

subscriptions to journals and newsletters all in support of the commission's
informational and public relations role.
THIRD GRADE ART CONTEST:
Commissioner Schwei reported on plans for the annual Third Grade Art Contest,
which again will be promoted in seven local public schools and will be a feature
of Historic Preservation Week in early May. She noted that an informational
packet on the contest along with descriptions of possible subjects had already
been distributed to the classroom teachers in preparation for the contest.
Volunteer judges have been recruited for the event and discussions are being
held on what sort of awards to give out. In cooperation with the Carlsbad
Historical Society, it was decided that as one award for the three winners from
each school, a Know Carlsbad T-shirt would be given. In addition,
Commissioner Schwei said she would look into getting art packs from Price Club •
or some other outlet, since this was done last year and seemed to be well
received. Another possibility was free art lessons taught by Oceanside art
teacher, Ruth Plainer. There was also discussion about possible scholarships to
the Summer Art Camp sponsored by the Carlsbad Arts Office. The problem with
scholarships was the cost, which at $90 or so each would be beyond the current
budget. It was moved, seconded and carried unanimously that the Commission
pay the Carlsbad Historical Society $144 for the 24 Know Carlsbad T-shirts.
Commissioner Schwei stated that she would see about purchasing art packs and
possibly arranging for the art lessons. It was then moved, seconded and carried
unanimously to purchase art packs as prizes.
ADJOURNMENT:
With the departure of Commissioners Jones, Schwei, and Valenti, the meeting
was adjourned at 6:35 p.m. for lack of a quorum. All remaining items on the
agenda that were not addressed will be carried to the April meeting.
