ROLL CALL: Present: Commissioners Bizieff, Christiansen, Jones, Muth, and Trejo. -t Absent: Planning Commissioner, Ann L’Heureux Also Present Were: Assistant Library Director, Geoff Armour Ma rg e Howa rd - J o nes APPROVAL OF MINUTES: The minutes of the meeting held September 13, 1999 were approved as presented. RANCHO DEL OR0 OVERPASS: Assistant Library Director Armour introduced Marge Howard-Jones of the Carlsbad Historical Society who had attended a meeting held October 11, 1999, between the City of Oceanside and CalTrans regarding the possible impact of the proposed overpass on the historic Marron adobe. Ms Howard-Jones reported that of the three alternatives proposed by the engineers, the best solution for the adobe would be to realign the entire Highway 78 north and taking out the Automobile Club and the Kidney Center currently located along Vista Way. She also reported that CalTrans was interested in the City of Carlsbad plans for the extension of Marron Road. Chair Bizieff asked if the right of way for Highway 78 had already been established and was told it was established prior to the original construction. According to Ms Howard-Jones, the next step will be for archeological and geological studies to be completed and sent to CalTrans to submit to the State Historical r^ HISTORIC PRESERVATION COMMISSION Page 2 Minutes of November 8, 1999 Meeting Preservation Office. It is expected that the matter will not be returned for local review until sometime the middle of 2000. ‘h She further reported that since the Carlsbad Historic Preservation Commission currently has no review process, she suggested that the proposal go directly to the Carlsbad Planning Commission for review and public input, at which time this commission could express its interest. A copy of Ms. Howard-Jones report was sent to Planning Commissioner Ann L’Heureux who had forwarded it to Assistant Planning Director Gary Wayne for his information. The Commission agreed that Assistant Library Director Geoff Armour should contact the Carlsbad Planning Department as well as City of Oceanside Senior Planner, Rita Baker, and request that the Commission be kept up to date on the developments. There was some question as to any involvement with the Carlsbad Historical Society and Assistant Library Director Armour reported that they had sent a letter to Shelley Caron, current owner of the adobe, supporting the preservation of the adobe. There was some additional discussion on the proposed plans for the adjacent commercial property. CARLSBAD BOULEVARD BRIDGE: In order for the commission to avail itself of Ms. Howard-Jones’ historical expertise, they decided to take Item 7 on the agenda out of order. Assistant Library Director Armour explained the planned retrofit of the bridge overpass and the Carlsbad Engineering Department had asked for input from the commission on the historical significance of this structure. Ms. Howard-Jones responded that as a bridge, the safety of the structure was of paramount concern and she would suggest that in the retrofit the engineers attempt to maintain the appearance and possibly add a plaque with the dates of origin and subsequent repairs. Commissioner Muth suggested that the plaque be incorporated into the new construction and set into the cement. Ms. Howard-Jones asked if the City of Carlsbad and more specifically this commission had a uniform plaque for projects similar to this one. Assistant Library Director Armour reported that currently there is no uniform design. As an example he offered the plaque already purchased for the garden at St. Michael’s Episcopal Church, which is the same size as the one placed on the boulder in Hosp Grove. Although the size is the same, there is no uniform way to mount these markers. 1 HISTORIC PRESERVATION COMMISSION Page 3 Minutes of November 8, 1999 Meeting - The plan for the St. Michael’s plaque was to mount it on a pedestal so that it was easier to see and accessible during a walking tour. Further discussion followed on the status of this particular project at this point instead of under Announcements, Item 8, on the agenda. Assistant Library Director Armour reported he had spoken to both Father Moquin and the landscape architect regarding placement of the pedestal and plaque. The final decision on the location has not been made. HISTORIC TREE INVENTORY: Assistant Library Director Armour reported that the Olde Carlsbad issue with trees within the village has become a heated and sensitive topic. The recommendation from City Hall was to put this project on hold until at least February 2000 to allow the committees working on the Olde Carlsbad tree issues have made their reports to the Council. The commission unanimously agreed to put the project on hold for now. Commissioner Christiansen reported he has contacted City Arborist, Fred Burnell, regarding the possibility of planting a mini-forest as part of the California Sesquicentennial celebration. The commissioner plans to continue to support this project and will report to this commission for information purposes only. Assistant Library Director Armour asked to be included in any meetings scheduled between Mr. Burnell and Commissioner Christiansen. Additionally he reported on the danger of the red gum lerp-psyillid that attacks eucalyptus trees and could in fact kill off an entire grove. He is keeping abreast of the developments, including the identification and possible import of natural predators from Australia, and will keep this commission informed. MAGEE HOUSE IMPROVEMENTS: Assistant Library Director Armour reported that he had sent a letter to the Public Works Director thanking them for the work done to repair the porch. Additionally he is working with Susan Gutierrez, President of the Carlsbad Historical Society, on plans for a celebration possibly in conjunction with their annual Christmas function. THIRD GRADE ART CONTEST: Assistant Library Director Armour was pleased to report that through the cooperation of the Carlsbad Historical Society and the Carlsbad Unified School District, the contact for the Third Grade Art Contest and the High School Essay Contest will be handled through two teachers who have agreed to coordinate both projects. It is anticipated that this will - HISTORIC PRESERVATION COMMISSION Page 4 Minutes of November 8, 1999 Meeting - streamline the process, improve communication and increase participation in both events. ANNOUNCEMENTS: Assistant Library Director Armour reported on the success of the discussion group series in conjunction with the Sesquicentennial book, Gold Rush. There have been thirty attendees at each discussion. Additionally he is working with Diane Kennedy with the State Parks to try to set up a tour of Guajome Park for the group. PUBLIC COMMENTS: NONE ITEMS FOR NEXT AGENDA: Updates on Items 3 and 7 (the Rancho del Oro overpass and the Carlsbad Boulevard bridge project) and any information on the decision for the St. Michael’s plaque installation. Chair Bizieff asked that the commissioners be informed of plans for the Magee House celebration.
