ROLL CALL: Present: Commissioners Christiansen, Jones, Muth, and Trejo Absent: None r Also Present Were: Assistant Library Director, Geoff Armour Mark Wisniewski, Arborist APPROVAL OF MINUTES: The minutes of the meeting held October 22, 2001 were approved as presented. HERITAGE TREE SURVEY: Mark Wisniewski distributed the draft maps and inventory of the trees identified for the first two of three sections included in the study. The City’s GIS section is working on making the maps more accurate and readable for the final version as well as adding identification for the parks and lagoons. Still to be completed is the section east of 1-5 that will include the trees on Highland. He reported that he has reduced the number of trees from his preliminary report but also added some new ones. Mr. Wisniewski asked the Commission for direction on how to accurately identify owners of historic buildings and houses when there have been numerous owners. Assistant Library Director Armour suggested that commercial buildings be identified by the most well known occupants but for residences only identify by the original owner. Mr. Wisniewski pointed out that the tree surrounded by the deck at Fidel’s and marked as “85 years old” is probably not accurate. He also identified several trees that have /- HiSTORlC PRESERVATION COMMISSION Page 2 Minutes of January 14,2002 /c been damaged recently some by the sewerage project and some from improper trimming. He will include in the management plan, recommendations and standards for trimming mature trees. He also identified tree # 63 at 3354 Madison (alley) a Blackwood Acacia that is located on the recently acquired City property by the Pine School site, and should be protected from harm during any construction or demolition at the site. Mr. Wisniewski said he anticipated the inventory would be completed by the end of the month and the next phase would be to expand the survey to other parts of the City. Assistant Library Director Armour explained that the City’s goal is to expand the general area a bit and then create a public nomination process for identifying significant trees. He also pointed out that the trees identified that are on private property are only the ones that are readily visible from the public right of way. Commissioner Christiansen suggested that the sponsor a program for private owners to have Mr. Wisniewski come out and identify the species and age of their noteworthy trees in exchange for including it in the City survey. Assistant Library Director Armour pointed out that the would have to identify criteria for determining a “significant” tree and a form that could be completed and submitted for consid e ration. P This heritage tree survey will probably be combined into three brochures with two walking tours in each, similar to the structure tour brochure. THIRD GRADE ART CONTEST: Assistant Library Director Armour reported that plans for this year are being coordinated with the Carlsbad Historical Society and they are having a difficult time recruiting sufficient volunteer docents for all the various locations for the school tours. They are proposing only having two locations available for tours, the Marron adobe out on Haymar and the Magee house. This idea has been submitted to the schools who have not responded yet. There will be a handout that lists all the interesting site addresses with a paragraph of information about each one. The actual date for the contest has not been confirmed but will probably be in May and early June. Commissioner Trejo expressed concerns about transportation to the Marron adobe for the many children who walk to the sites. SUGGESTED FUTURE PROJECTS FOR COMMISSION: During his report on the Heritage Tree Survey, Arborist Mark Wisniewski pointed out that of the ten remaining Monterey cypress trees in the railroad right of way, one is dead. The tree has the most complete history of the City of Carlsbad climate and weather in its tree rings. He suggested that this take possession of the tree once it has been cut down, and take cross-sections of the tree, sanded and properly sealed and 7 H~STORIC PRESERVATION COMMISSION Page 3 Minutes of January 14,2002 rc display them throughout the City in City buildings and parks. He also suggested displaying them in the City’s schools as both a historic and scientific display. The dates could be noted on the rings and tied to events in the City. Commissioner Christiansen was in support of this project and concerned over the possible disposal of the tree before the Commission could act. Assistant Library Director Armour will check to see who owns the tree. Commissioner Christiansen also pointed out the possibility of the tree as a revenue source, if it were sectioned off in smooth cuts and sold as conversation pieces. Assistant Library Director Armour described it as a two-phase project. The Historical Commission researching the ownership and requesting the owners give the tree to the City and then the working with the Carlsbad Historical Society to turn the “tree” into historical displays and for-sale items. The money raised could be used by the Society towards further projects. Assistant Library Director Armour pointed out that increasingly this is working more and more with the Carlsbad Historical Society on joint projects. The list attached to the agenda contained several ongoing projects as well as suggestions for additional ones. Among those projects listed was the Ledgerwood plaque, still not installed. Assistant Library Director Armour has been in touch with the new property owner but does not have a firm date for the installation of the retaining wall. t Also on the list is the barn at Magee Park, and Commissioner Christiansen reported he has spoken with Mr. Tarango today and they anticipate starting the project next week. The Historical site walking tour guide second printing of 10,000 copies is underway and they will be available at both library locations as well as Magee House and ConVis at the depot. It was suggested that copies also be available at City Hall, Lola’s market in the barrio and the City’s Housing and Redevelopment office. Assistant Library Director Armour will present the list and the “tree” suggestions to the Carlsbad Historical Society at their next board meeting on January 28, 2002. CARLSBAD HISTORICAL SOCIETY PROJECTS: Assistant Library Director Armour expanded on the oral history, strategic plan and museum projects all underway. One of the newest members of the board is a big enthusiast of oral histories and the society as a whole is very interested in collecting the histories from Carlsbad families. The Strategic Plan includes the museum plans and the society has been in touch with several architectural designers of museum spaces for estimated costs to remodel the - H~STORIC PRESERVATION COMMISSION Minutes of Januarv 14.2002 Page 4 F interiors of the Magee House and the barn. Part of their goal is to create more museum - like displays and exhibits.
