ROLL CALL: Pres en t : Absent: - Commissioners Christiansen, Ladouceur, Muth, and Trejo Commissioner Jones Also Present Were: Assistant Library Director, Geoff Armour Council Member Ramona Finnila Oceanside Historical Society Member, John Daley APPROVAL OF MINUTES: The minutes of the meeting held July 8, 2002 were approved as presented. MISSION BELLS PRESENTATION: Mr. John Daley, member of the Oceanside Historical Society, was on hand to describe the Mission Bells project. Mr. Daley gave the Commission a brief history of the bells, which were used to promote the Spanish Mission System, mostly along the coastal route where people drove their cars. Oceanside had located a number of the original bells that had been removed for various reasons and has installed three at various locations. They had plans to install another bell out off Mission Avenue with dual signs, Pala Mission and Mission San Luis Rey. The City of Oceanside is planning to purchase one at $1250 to be placed at their Civic Center. In his research he identified a location in Carlsbad where one of the bells once stood, on the corner of then Elm and State streets. Chair Ladouceur and Commissioner Christiansen both expressed interest in this commission taking on a similar project for Carlsbad. MAGEE BARN: Commissioner Christiansen reported that the foundation work has been completed and Raul Tarango will install the decomposed granite and replace the floorboards for $480. Once that has been done, Contractor Tom Sears will complete the wood work on the barn and has ordered some of the specialty wood needed. Assistant Library Director Armour said that the local Rotary club has asked for a volunteer project and he offered them the opportunity to paint the exterior of the barn. PINE SCHOOL ISSUES: Assistant Library Director Armour reported on the project to demolish the existing building following the asbestos abatement process. He was given the opportunity to enter the building along with a former teacher in the facility and some members of the Carlsbad Historical Society with the purpose of removing any historically significant items. They found some antique pencil sharpeners, old thermostats, and some interesting old chesVstorage cabinets. Facilities will remove one of them, an old slate blackboard, one of the windows and the pole used to open it. Plans are to use these items in the barn to create a little alcove to simulate a classroom from Pine School. CARLSBAD HISTORICAL SOCl ETY: Assistant Library Director Armour reported the society is working on their strategic plan, and the annual meeting is scheduled for October 1gfh at the Raintree. The program for the meeting will be a reading of the Magee letters by the Carlsbad Play Readers. He reported to the board that this commission had suggested developing a manner in which to recognize special contributors as a joint effort with the Carlsbad Historical Society and make the presentation at the annual meeting. The Society thought it was a good idea but obviously too late to accomplish this year. c Their oral history project is still on going and the State of the City video this year includes interviews with several of the long-time residents. rc HISTORIC PRESERVATION COMMISSION Page 3 Minutes of September 9, 2002 NEW HISTORICAL PRESERVATION COMMISSION BROCHURE: Assistant Library Director Armour distributed copies of the newly published brochure on how the Commission functions and what are its objectives, and announced that additional copies are available at both the library locations. SITES FOR FUTURE HISTORIC PLAQUES: Assistant Library Director Armour had discussed this issue with the CHS board and they suggested focusing on the walking tour guide locations within the most commonly seen areas. There was also a strong feeling that there should be at least one or two in the barrio immediately, such as the Museum or the Gaus house. The plaques are not extremely costly but the Commission’s budget will not support more than a couple a year. Commissioner Trejo commented that the Gaus House probably should be the first one Identified and Commissioner Christiansen nominated the Carlsbad Theater site as the second one. Chair Ladouceur suggested the plaques all be designed similar to the one for the Ledgerwood house, with the metallic photograph of the building. ,- ANNOUNCEMENTS: Assistant Library Director Armour referred to the minutes from the last meeting and the dead cypress tree located in the railroad right of way. We have not been able to determine what steps are necessary to get permission to remove the tree. The Carlsbad Historical Society wants the tree to use it for display and other items. PUBLIC COMMENTS: Mr. Daley advised the commission that the second Highway 101 conference is being hosted by Encinitas this year and focuses on the history and development of the 101. Additional information is available on the City of Encinitas website. The conference is scheduled for three days, and representatives from the State Division of Tourism will be there as well as their keynote speaker, a travel writer who recently completed a trek down the 101. There will be both bus tours and walking tours, a “Woody” car show, and a “poetry slam”. The cost is $1 01. Council Member Finnila asked if any of the Commissioners had attended the concert for the 50fh Anniversary celebration and reminded them that Artsplash is scheduled for September 26, 27 and 28. ,- HISTORIC PRESERVATION COMMISSION Minutes of SeDtember 9. 2002 Page 4 ,- Commissioner Trejo reminded the Commissioners that the Barrio Festival is this weekend as well.
