ROLL CALL: Present: Commissioners Christiansen, Ladouceur, Muth, and Trejo Absent: None Also Present Were: Assistant Library Director, Geoff Armour APPROVAL OF MINUTES: The minutes of the meeting held March 12, 2003 were approved as submitted. EL CAMINO REAL BELL: Assistant Library Director Armour announced that the agenda bill requesting approval for the purchase and installation of the historic mission bell was approved by the City Council at the meeting on May 6, 2003. Part of his presentation to the council was a photograph of the original bell, taken in 1910, at its original location, the northwest corner of Carlsbad Village Drive (Elm Street) and State Street. The Council was very supportive and suggested the bell be included in the walking tour brochure at the next printing or at least as an insert into the brochure. He anticipates it will be months before we have the bell and can arrange for installation. The author of the book about the El Camino Bells, Max Kurillo, lives in El Cajon and reportedly is available to come to dedication ceremonies. Chair Ladouceur suggested having a book signing as part of the dedication ceremony and Commissioner Trejo suggested the Carlsbad Historical Society take the responsibility for planning the dedication ceremony with Mr. Kurillo. -- HISTORIC PRESERVATION COMMISSION Page 2 Minutes of May 12,2003 c HISTORICAL MARKERS/PLAQUES: Commissioner Trejo reported that she had discussed the location and installation of the plaque for the Gaus house with her husband (they own the property) and agreed that the plaque should be located at the north corner of the property. She had also spoken to Mr. Ramirez, owner of the other property, who wants the Ramirez house plaque installed next to his driveway. The commissioners asked for a ceremony to accompany the installation and unveiling. Assistant Library Director Armour estimates the plaques will be ready sometime in the fall. Assistant Library Director Armour said he had been unsuccessful in researching the first name of the Samuels family who were once owners of the theater and Commissioner Trejo said she thought she could find out from her sisters since they had all worked at the theater at one time or another. Chair Ladouceur asked the status of the Ledgerwood House plaque and Assistant Library Director Armour responded that he has the plaque in his office and is waiting for the current owner to construct the wall in which the plaque is to be mounted. MAGEE BARN RENOVATION PROJECT: F Exterior Paint - Commissioner Christiansen reported that the barn is “paint ready” but there is plywood covering the door openings. The actual doors are stored inside the barn waiting for some special hardware, and can be painted even before they are installed if the paint contractors arrive before the hardware. He indicated that he had noticed some missing shingles on the northeast corner of the roof, noticeable from the outside. Also in need of repair is the wooden gutter on the back of the barn. Assistant Library Director Armour reported that the Carlsbad Historical Society has suggested that the Rainfall Record mounted on the south side of the barn be removed and re-done, as it is almost illegible. The City has hired a contractor to paint the barn and the Carlsbad Historical Society is contributing $1,000 towards the total $1,270 and the goal is to have it completed by July. Recommended display items - Assistant Library Director Armour referred to the list which was included in the agenda packet. The commission reviewed the list and discussed several of the items. There has been some concern over the preservation of the “Twin Inns Chicken,” which appears to be made of plaster of paris. Assistant Library Director Armour also reported that there is concern over the possibility that there is not sufficient light for exhibits inside the barn. There is no provision for artificial light. Commissioner Christiansen commented that with all the doors and windows open there should be sufficient natural light for the planned exhibits, but probably not enough for small exhibits containing printed matter to read. - kbTORIC PRESERVATION COMMISSION Minutes of Mav 12. 2003 Page 3 rc ANNUAL THIRD GRADE ART CONTEST: Assistant Library Director Armour announced the school tours start Wednesday of this week and will include the Magee House, Barrio Museum and Marron Adobe. The artwork is due by May 30th and the judging will be on the 30” from 2:OO PM to 500 PM at the Cole library. Judges this year will be Commissioners Ladouceur and Muth, Assistant Library Director Armour and Carlsbad Historical Society member Susan Gutierrez. Awards are scheduled for the June IOth City Council meeting at 6:OO PM. Commissioner Christiansen expressed concern over the time line since the tours are scheduled right up to the due date for the artwork. Assistant Library Director Armour explained that the tours had more to do with third grade curriculum, which requires studies in state and local history and specific requests by the schools, than with suggestions for the student artwork. Commissioner Muth asked if thought was ever given to “preserving” the winning artwork by exhibiting it in the Magee House. Assistant Library Director Armour explained there would be twenty-seven winners, three from each of the schools participating, and would require a release from each of the artists. Usually the entries are displayed at the Cole Library over the summer months and returned in the fall. Commissioner Ladouceur talked about using the entries for printed note cards or r printing them on T-shirts. CARLSBAD HISTORICAL SOCIETY UPDATES: Maqee House lease - Assistant Library Director Armour said the Carlsbad Historical Society has expressed concern over the absence of any official agreement between the society and the City. The Society has occupied the Magee House for over twenty years and before they spend money on new display cases or other enhancements to the property they want some guarantee that the City will not ask them to vacate the property. A delegation from the Society met with the Mayor and the Assistant City Manager to discuss an arrangement and City Hall turned it over to the City’s Economic Development Manager, Cynthia Haas, to work up a formal agreement and agreeable terms and conditions. Ice Cream Social - The society is partnering with the Senior Center sometime this summer to host an ice cream social at the Senior Center. Chair Ladouceur asked that the Commissioners be notified as soon as a date is set for this event. Annual Victorian Tea - This annual event is scheduled for this Sunday, May 18”, at the Magee House. There will also be a garden tour. Susan Gutierrez has been tasked with working with the local The Commissioners discussed the recent article in the newspaper about the Escondido historical homes tour where they reportedly sold 600 tickets, and the possibility of the Carlsbad Historical Society organizing something similar. ANNOUNCEMENTS: Susan Gutierrez is researching the Shipley family genealogy and may decide to write another book based on this research. Chair Ladouceur reminded the Commission that the dedication of the sculpture “America” is scheduled for Thursday, May 15th at the Sculpture Garden behind the Arts office. Commissioner Muth brought up the possibility of the commission meeting every month instead of every other month, but Assistant Library Director Armour commented that usually the projects for this commission move slowly and more frequent meetings probably are not warranted. Commissioner Muth asked about the status of the Heritage Tree Survey, second phase and Assistant Library Director Armour responded that the City just recently signed the new contract with Mr. Wisniewski and he anticipated it will take about nine months to complete the survey. - PUBLIC COMMENTS: NONE ITEM FOR NEXT AGENDA: El Camino Bell Plaques order & final decision on placement at Gaus & Ramirez houses ADJOURNMENT: By proper motion, the meeting was adjourned at 6.25 p.m. Cissie Se Administrative Secretary
