MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Chair Gutierrez called the meeting to order at 531 PM.
ROLL CALL:
Present: Commissioners Christiansen, Gutierrez, Ladouceur, Smith,
and Treja
Absent: None
Also Present Were: Assistant Library Director, Geoff Armour

Arborist Mark Wisniewski
APPROVAL OF MINUTES:
Chair Gutierrez called for comments on the minutes of the meeting of September 13,
2004.
Commissioner Christiansen asked for some additional information on the repairs to the
Barn roof and Assistant Library Director Armour responded that it would be addressed
later in the meeting under agenda item number five.
Chair Gutierrez commented that the outside displays, mentioned in the minutes, have
been very well received by visitors and the Historical Society is considering adding more
similar displays to the other walls of the barn.
Chair Gutierrez also referenced the Cruise ship tours mentioned at the last meeting and
the potential to attend the Magee House Teas. Assistant Library Director Armour
responded that he had no idea whether or not there had been any tour reservations and
Mayor Pro Tern Finnila suggested he contact the Carlsbad Village Business Association
and ask for a report on the success of the program.
The minutes of the meeting held September 13, 2004 14, 2003 were then approved as
presented.

HERITAGE TREE SURVEY AND TOUR GUIDE:
Assistant Library Director Armour distributed copies of the latest revision of Heritage
Tree Waling Tour #I and Arborist Wisniewski suggested that the Commission name
each tour and add the name as well as number to the brochure. He is proofreading the
final version and making corrections and additions.
Mr. Wisniewski reported that since the last meeting, we lost three more of the trees in
the study, all previously located on private property.
Commissioner Christiansen suggested that perhaps the owners were not aware of the
significance of these trees to the community and that this Commission notify the owners
of the remaining trees that they are significant and historic and worthy of retaining.
Mr. Wisniewski responded that in his original report he had suggested that all the
owners of the historical trees should be notified as to the significance of these trees on
their property. The Commission agreed at that time to send letters.
Mayor Pro Tem Finnila suggested that the Commission act on this immediately and
draft a form letter to be sent to the property owners as soon as possible.
Mr. Wisniewski, had several other suggestions for improvements to the draft version,
including changing the size of the paper and font, using a different color for each of the
tours, and using a better grade and weight of paper.
Mayor Pro Tem Finnila suggested adding some art to the brochure to keep it from
looking so much like a bus route brochure.
Assistant Library Director Armour said he would incorporate the suggested changes into
all of the brochures and have the graphics department proceed with production.
Mr. Wisniewski reminded the Commission that following the inaugural walking tour he
was contacted by an individual who had some clients who would be interested in
underwriting the cost of the brochures. Since the City had decided to produce the
brochures in house, Mr. Wisniewski suggested these clients might be interested in
underwriting the cost of other signs or informational markers.
Commissioner Christiansen suggested that the letter to the owners of trees included in
the survey should also include a copy of the brochure featuring their trees and a copy of
the recommendations for tree care from the report.
Assistant Library Director Armour will draft the letter and develop the list of property
owners from the locations listed in the report.

Mr. Wisniewski then distributed to each member of the commission a plaque made from
cross-section of a branch of a Laurel Sumac tree out by the creek by the Carlsbad
Raceway.
HISTORIC MARKER PLAQUES:
Assistant Library Director Armour explained that the City recently adopted a policy that
prevents City staff from performing any work on private property because of liability
issues. Assistant Library Director Armour had spoken to the City Attorney to see if the
policy could be changed for the installation of the historic markers. In the meanwhile
facilities has hired a contractor to install the three existing plaques for the Gaus and
Ramirez houses and Neiman’s.
Commissioner Ladouceur expressed the importance in maintaining some continuity in
both the design and installation of the plaques as they become more numerous in the
City.
The Commission reviewed a list of nine potential locations for plaques and was asked to
select two or three for purchase and installation from next year’s budget. There was
some discussion and the Commissioners were asked to prioritize the locations and e-
mail their preferences. The Commission will vote on the final sites at the next regularly
scheduled meeting.
MAGEE BARN:
Assistant Library Director Armour reported that the largest project and obstacle to
getting the barn open with displays in place, is the roof. The City has agreed to replace
the roof as a high priority but it is still months away from completion. The interior has
been completed including the concrete area. The town safe is in place and the buggy
renovations have been finished. The buggy will be stored at the old Farmer’s building
until ready for display in the barn.
Commissioner Christiansen asked if the barn was tented for termites and the rafters
checked for structural integrity before the roof replacement.

blacksmithing display in that part of the barn originally used for that purpose.

which would identify the Magee House as a museum.
DENNIS GALLEGOS PRESENTATION FOLLOW UP:
Assistant Library Director Armour announced that this item and the following item were
added to the agenda at the request of the Chair.

Chair Gutierrez announced that the San Diego Archeological Center would make a
presentation to the Carlsbad Historical Society on April 23rd with regard to potential
display items for the barn, once there is adequate security.
MITIGATING NOISE ON CARLSBAD BOULEVARD:
Chair Gutierrez commented that Route 101 seems to be a favorite route on the
weekend for motorcyclist and the noise from the machines is objectionable. Mayor Pro
Tem Finnila commented that the City of Encinitas has asked for an investigation of
possibilities concerning motorcycles but it will take an act of the state legislature to
initiate any changes. The City of Carlsbad cannot do anything about restrictions on the
use of the roadway.
Assistant Library Director Armour said he had spoken to the City's traffic engineer about
noise abatement along that area to maintain the ambiance of the area. His response
was that the construction of a wall in that area would be unsightly and undesirable and
there are no noise laws for local roadways in Carlsbad.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Annual program - This year the program was held at Heritage Hall and the display
committee conducted tours through the barn and Magee house to see the art on
display. They had also put together a brochure describing the different pieces and
information about the artists.
Archaeolonical Program - as previously mentioned, the San Diego Archaeological
Center will present a program at Heritage Hall on April 23rd.
Barn Displays - in addition to those items previously mentioned there are plans for old
tools, a saddle, railroad items, the original feed bin, and possibly archaeological items.
ANNOUNCEMNTS:
Assistant Library Director Armour announced that the King Karl crown will be on
permanent display at the Magee House in a secure display case purchased by the
Carlsbad City Library.
The City Council has been invited to a special tea and tour of the Magee House
tomorrow, Tuesday, November gth.
Assistant Library Director Armour announced that this was his last meeting as he is
retiring from the City effective the end of December. Beginning in January he will be
running the Magee House. The interim staff liaison to this committee will be Susan
Gutierrez, current president of the Carlsbad Historical Society, until the new Deputy
Library Director for the Georgina Cole Library is hired.

Also noted, this was Mayor Pro Tern Finnila's last meeting as she is leaving her position
on the City Council officially on December 14'h to pursue other goals.
Commissioner Smith announced that Sunday is the 80th anniversary of the Carlsbad
Community Church and issued an invitation to anyone who was interested in attending
the celebration.
