MEETING OF: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Chair Gutierrez called the meeting to order at 5:37 PM.

APPROVAL OF MINUTES:
The minutes of the meeting held May 9, 2005 were approved as presented.
REPORT ON THIRD GRADE ART CONTEST 2005:
Library Technician Susan Gutierrez reported that the Deputy Library Director Suzanne
Smithson together with Commissioners Gutierrez and Smith were in attendance at the
City Council meeting to recognize the winners of the contest. She said that Deputy
Library Director Smithson suggested that the Commission continue to follow the new
procedure initiated this year where the schools judge the art and only submit the
winning entries. She continued that none of the schools outside of the Carlsbad Unified
School district participated and also the Montessori school on Highland has been asked
to be included next year. The Library Programs and Graphics Division provided the
certificates for the winners and following the presentations there was a small reception
in the adjoining park for the children and their families.
DISCUSSION ON THE FUTURE OF THE THIRD GRADE ART CONTEST:
Chair Gutierrez reviewed the process that required library staff to prepare the packets
of information, get permission from the school district offices (students from Carlsbad
actually attend schools in three separate school districts) and deliver the packets to the
schools; secure a place on the agenda for a City Council meeting for the awards,
prepare the certificates for the winners and plan and host the reception which follows.

Chair Gutierrez suggested that should the Commission decide to continue the program
it may become necessary for one of the Commissioners to take over the responsibility
and duties previously handled by City staff.
Commissioner Ladouceur asked Recreation Supervisor Mick Calarco about the art
contest held annually at Carrillo Ranch. He explained that their program is for fourth
grade students and involves sending an art teacher into the classrooms. Their program
is underwritten usually by a grant or with funds from the Friends of Carrillo Ranch.
Library Tech Susan Gutierrez who is also President of the Carlsbad Historical Society
commented that the teachers don’t want to have the children do the artwork until they
have taken the tours of some of the historical sites and the size of the program is
becoming unmanageable. The Marron Adobe and the Barrio Museum are privately
staffed for the tours but the Society must provide docents for the tours of Magee House
and barn, and the teachers must make arrangements for the tours. She questioned
whether the art contest could continue should the Society decide not to conduct the
tours or provide the booklets.
Commissioner Ladouceur commented on the importance of this program in teaching
the children the history of Carlsbad in other than a classroom setting.
There was some discussion of using the budget provided by the Library for the
Commission to underwrite the program and modeling it more closely with the fourth
grade art contest at Carrillo Ranch.
After much discussion the commissioners decided to postpone any decision on
continuing the program until all the Commissioners are present, possibly at the
September meeting. Chair Gutierrez will research the costs associated with the
contest.
UPDATE ON PLAQUE INSTALLATION:
Library Tech Susan Gutierrez reported that the plaques for sites identified and chosen
by vote at the January 2005 meeting will not be purchased until the two remaining
plaques have been installed.
Commissioner Trejo reported that Mr. Carrion would install the plaque on the wall at the
Ramirez house this month but a pedestal needs to be built at the Gaus house for the
plaque. The Commission has agreed to pay for the installation costs for both plaques.
Commissioner Smith asked if the property owners of the other sites chosen in January
had been notified that the Commission wanted to install historical markers and Library
Tech Gutierrez responded that there has been no procedure written for that purpose.
The Commissioners asked for a list of all the plaques purchased and installed in
previous years.

BUDGET INFORMATION FOR FYO5-06:
Library Tech Gutierrez reported the Commission has $3,000 in the Library’s approved
budget for the current fiscal year. The unspent balance from last year did not carry
forward.
ELECTION OF CHAIR FOR 2005-06:
Commissioner Smith nominated current Chair Gutierrez for another term. He accepted
and by unanimous vote was elected to another term.
REVIEW OF COMMISSION DUTIES & RESPONSIBILITIES:
The Commissioners reviewed the City Municipal Code establishing the Commission
and outlining its duties.
Chairman Gutierrez referred to “Maintaining a Carlsbad historic resources inventory”
under duties, and questioned the accuracy of the existing inventory of historical
properties. He also suggested there should be some official list of historical markers
and plaques together with a criteria for selection.
Library Tech Susan Gutierrez reported that the current inventory (a 4 volume set) was
completed in the 1980’s and property owners who did not want their property listed
were omitted from the inventory. The criterion for listing the properties was primarily the
age of the structure, and most are located in the northwest quadrant. She continued
that many of the structures listed no longer exist, and historical information about some
of the occupants is missing.
The Commission discussed the possibility of compiling a new inventory focusing on
more significant historical sites, such as those in the walking tour brochure.
There was a great deal of discussion about developing a plan to execute the duties as
assigned and soliciting staff support for carrying out the duties. It was suggested by
Chair Gutierrez that the Commission go directly to City Council with ideas and
suggestions, such as the development of a museum or paying for docents for the
sc hoo I tours.
Chair Gutierrez also mentioned that he had attended the Citizen’s Academy and
disappointed that there was no history of Carlsbad included.
Commissioner Ladouceur commented that when she was on the Arts Commission they
attended an annual workshop, with a facilitator, to focus on the mission for the group,
and perhaps this commission would benefit from a similar workshop.

Although no formal decision was made, the Commissioners all agreed that they should
wait for a decision from the Library and Recreation Departments as to the staff liaison
assignment before trying to move forward on anything discussed at this meeting.
