HomeMy WebLinkAbout2006-05-08; Historic Preservation Commission; MinutesITEM #2 MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: May 8, 2006 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: In the absence of the chair, Commissioner Ladouceur called the meeting to order at 5:38pm. ROLL CALL: Present: Commissioners Christiansen, Ladouceur, Smith, and Trejo Absent: Commissioner Gutierrez Also Present Were: Heather Pizzuto, Library Director Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The Minutes of the March 13, 2006 meeting of the Historic Preservation Commission were approved as submitted. EL SALTO FALLS: The Commissioners reviewed and signed the Memorandum to the Mayor and City Council stating their position on the preservation of the falls and requesting the City Council's support in the preservation efforts underway. Commissioner Christiansen brought the Commissioners up to date on Oceanside's involvement in the preservation effort and also reported on his recent hike with Carlsbad City staff to identify a possible route to the falls for the Carlsbad citywide trail system. Additionally, there is talk from Oceanside of making the falls a nexus point for alignment of the Oceanside and Carlsbad trails. Commissioner Ladouceur asked if the Commission should make regular reports to the City Council on other community's interest and Library Director Pizzuto responded that on more than one occasion, during the Public Comment segment of the City Council meeting, there were speakers who made presentations supporting the preservation the falls. Commissioner Christiansen reported that he would be attending an Open Space Committee Meeting in Carlsbad this next week to lobby for the reclamation and HISTORIC PRESERVATION COMMISSION Page 2 Minutes of May 8, 2006 preservation of El Salto falls and cleanup of the Buena Vista Creek area and to report on the support of this Commission for the preservation. HERITAGE TREE PROJECT; Library Director reported that Mr. Wisniewski is currently out of town but that prior to his departure there were several efforts to retrieve the text in electronic format from his Mac. It is anticipated that our only option is to re-key the text from the one Original copy in order to provide a manuscript for the purpose of reproduction. Many of the photographs in the document are original as well and not available either in digital or negative. Mr. Wisniewski has provided the Library with the corrections needed and updated those pages where necessary in the Phase I report and will be working on similar items in Phase II upon his return. Commissioner Christiansen asked if we were waiting for the updated list of remaining trees before sending letters to relevant the property owners. Library Director responded that the report needs to be submitted to the Planning Department for a determination of the need for an Environmental Impact Report. Following that determination, a public hearing will be scheduled and noticed, and property owners whose trees are identified will receive the letters at that time. She explained that the review by the Planning Department is a standard requirement in the process. THIRD GRADE ART CONTEST: Deputy Director Smithson reminded the Commission that the awards are schedule for the City Council Meeting of June 6th followed by the cookies and punch reception in the adjoining park. The invitation to participate in the contest was sent to a total of fifteen different schools, including those in Encinitas and San Marcos where Carlsbad children make up part of the student body. Commissioner Smith commented that the Carlsbad Historical Society has processed requests for tours of the Magee House Museum from 43 classrooms. Commissioners Ladouceur and Smith volunteered to attend the Council Meeting on June 6th representing the Commission. HISTORIC PLAQUES INSTALLATION: Deputy Library Director Smithson reported that staff is still diligently searching for a complete list of existing historical markers & plaques in the City. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of May 8, 2006 Commissioner Trejo added that the monument-style installation of the plaque for the Gaus House is nearly finished, lacking only the completion of the surrounding brick frame. She also reported that she has so far been unsuccessful in contacting Mr. Carrion about the installation of the plaque for the Ramirez property. There was some discussion about remaining funds in the current year's budget and whether there was sufficient time and money to order another plaque before the end of the fiscal year. By proper motion and vote, the Commission voted to purchase a plaque for the South Coast Land Company location, currently Garcia's Barber Shop, using the text from the walking tour brochure, provided there is sufficient money remaining in this year's budget. CARLSBAD HISTORICAL SOCIETY REPORT: Commissioner Smith announced that the Society has arranged for docents for the third grade tours including access to the Barrio Museum. Commissioner Christiansen reported that there is an Art Auction scheduled for May 20th in Magee Park featuring local artists and the Magee House and Heritage Hall will be open and staffed for tours. Commissioner Ladouceur added that the interior of Magee House has been repainted and the displays are constantly changing. ANNOUNCEMENTS: Library Director Pizzuto reported that she has been working with the City Attorney to identify a date for him to come to a meeting to discuss the ordinance and address any questions the Commissioners might have. July would be the next meeting but there was some discussion about postponing it until after the appointment of the new Commissioners. Also under consideration is a special meeting specifically for his presentation due to his regular Monday obligation to Council briefings.
