HomeMy WebLinkAbout2006-07-10; Historic Preservation Commission; MinutesITEM #2 MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: July 10, 2006 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Commissioner Ladouceur called the meeting to order at 5:35 pm. ROLL CALL: Present: Commissioners Christiansen, Hinman, Ladouceur, and Smith Absent: Commissioner Daly Also Present were: Heather Pizzuto, Library Director Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the meeting of May 8, 2006 were approved as submitted. STAFF REPORTS: Third Grade Art Contest - Deputy Library Director Smithson recapped the event which all agreed went very well for the most part. The Commission will continue to sponsor the contest next year, using this year as the model where the schools judge the art work and submit their selections to the Commission for recognition at the City Council Meeting. Priority Projects List - Commissioner Christiansen reported on the recent developments and publicity on the preservation of the El Salto Falls and the surrounding area. Deputy Library Director Smithson pointed out that the first three things on the priority list have been accomplished and asked the Commissioners to review the list for what was next most appropriate for their attention. Plaque Installations - Deputy Library Director Smithson noted the reception hosted by former Commissioner Trejo on the occasion of the installation of the plaque for the Gaus house and HISTORIC PRESERVATION COMMISSION Page 2 Minutes of July 10, 2006 suggested that this Commission host a formal unveiling of both plaques when the plaque for the Ramirez House is installed and invite the City Council. Additionally, she reported that the remaining funds in the Commission's budget have been encumbered for the purchase of the plaque for the South Coast Land Company (currently Garcia's barber shop). The text for the plaque was taken directly from the walking tour brochure and the plaque is identical to those previously ordered. Deputy Library Director Smithson stated that she is continuing the search for a complete list of historic markers within the City. She has enlisted the help of the Reference Division and Local History room to research newspaper articles to use in the recreation of the document. HERITAGE TREE SURVEY: Library Director Pizzuto has been working on this project with arborist Mark Wisniewski. She had the draft of Phase II, recently completed by Mr. Wisniewski, as well as the updates to the original survey and new maps for a walking tour. She mentioned that the documents will need to be transcribed into an electronic format as the software used by Mr. Wisniewski is not compatible with anything in use by the City. Commissioner Ladouceur expressed an interest in retaining the original document which contains information about trees which were historically significant but have been removed. Library Director Pizzuto responded that the Library will retain the original survey, but will take the revised document forward to the Parks & Recreation Commission and the City Council. ELECTION OF CHAIR & VICE CHAIR FOR FY06-07: By proper motion and vote, the Commission elected Commissioner Ladouceur as the Chair and Commission Smith as the Vice-chair for the next Fiscal Year. COMMISSIONER ORIENTATION: Deputy Library Director Smithson suggested that the next regular meeting date of September 11th include the orientation for the Commissioner, in hopes that the fifth Commissioner will have been appointed by then. Commissioner Ladouceur mentioned that she would not be available on September 11th and Deputy Library Direc accommodate her schedule. 11th and Deputy Library Director Smithson offered to change the meeting date to HISTORIC PRESERVATION COMMISSION Page 3 Minutes of July 10, 2006 More discussion followed about possible alternative dates based on individual Commissioners' schedules and the appointment of the fifth Commissioner but no final date was chosen. CARLSBAD HISTORICAL SOCIETY UPDATE: Commissioner Smith announced that the Society Board has not met in some time. Their Annual Meeting will be held on September 23rd and the key speaker will be from the Oceanside Historical Society. ANNOUNCEMENTS: Commissioner Ladouceur recommended the displays in the Magee House that are now changed periodically. PUBLIC COMMENTS: Diane Nygaard of Oceanside addressed the Commission advocating for the City of Carlsbad to reopen the conditional use permit (CUP) for Hanson Aggregate to bring it up to current standards. Issued in 1961, the permit did not include many of the restrictions and conditions to meet today's standards, such as dust control, control of runoff and truck traffic. Shelley H. Caron of Carlsbad spoke to the Commission in support of preservation of the El Salto Falls area and the eventual creation of a park. She asked the Commission to write a letter to the Council to reopen the CUP. Glenn Bernard of Oceanside addressed the Commission regarding the Tree Survey and the City of Carlsbad landscape manual which prohibits any street trees within 5 feet of the pavement.
