HomeMy WebLinkAbout2006-10-02; Historic Preservation Commission; MinutesApproved: MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: October 2, 2006 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chair Ladouceur called the meeting to order at 5:30 PM. ROLL CALL: Present: Commissioners Daly, Hinman, Ladouceur and Smith Absent: Commissioner Christiansen Also Present Were: Heather Pizzuto, Library Director Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the July 10, 2006 meeting were approved as submitted. NEW COMMISSIONER: Chair Ladouceur introduced Commissioner Daly and welcomed her to her first meeting. STAFF REPORTS: Heritage Tree Project - Library Director Pizzuto reported that all efforts to convert Mr. Wisniewski's document to a Word document were futile and staff has enlisted the help of a volunteer to word process the entire document. There is still the challenge of collecting and converting the photographs to electronic format before the report is ready for print. The final edits to Phase I are due from Mr. Wisniewski next week (October 5, 2006). The final maps for the walking tours have also been reviewed and approved by Mr. Wisniewski. Library Director Pizzuto is also meeting with Mr. Wisniewski to discuss content in Phase II of the project and once any adjustments are made, this report will also be turned over the volunteer for the word processing. HISTORIC PRESERVATION COMMISSION Page 2 Minutes of October 2, 2006 Questions about the surveys prompted Library Director Pizzuto to explain that the Heritage Tree Survey identifies trees on public and private property and does not provide guidelines or directives that exercise any control over those privately owned trees. Plaques - Deputy Library Director Smithson reported that the plaque for the South Coast Land building was ordered but has not arrived and the Reference Division at Cole is researching records to develop a list of existing historical markers and plaques within the City. Project - Deputy Library Director Smithson announced that according to the City Clerk's office, currently there are no applications on file for this Commission from an individual that meets the "expertise" required for the fifth Commissioner position. She added that in discussing the pending workshop with the City Attorney's office it was discovered that the two sections of the Municipal Code creating this Commission are similar but not identical. Staff will be working with the City Attorney to bring the two sections into agreement but in the meantime, the plans for a workshop for this commission are moving forward. MEETING DATES FOR 2007: The schedule for the regular meetings for 2007, the second Monday of every other month beginning in January, was approved with no changes. HISTORIC PRESERVATION COMMISSIONER'S WORKSHOP: Deputy Library Director Smithson offered several dates for consideration and with some discussion the Commissioners arrived at November 8th as the optimum date. Deputy Library Director Smithson will contact the City Attorney's office to confirm the date and time. It was suggested that the Commissioners develop a list of questions or concerns they would like addressed by the City Attorney and forward them to her. She will in turn forward these to the City Attorney prior to the workshop. CARLSBAD HISTORICAL SOCIETY UPDATE: Commissioner Smith reported that the Society's annual meeting was held last month and was well attended. Two new officers were elected. Chair Ladouceur added that the display committee has been busy in the Magee House, reworking some of the displays, cataloging the collection and investigating archival storage options. Commissioner Smith commented that the new decent, Greg Peters, is a real asset to the museum. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of October 2, 2006 ANNOUNCEMENTS: Chair Ladouceur reported that Shelly Carron was at the Carlsbad Historical Society annual meeting and distributed a brochure about the project to save the area surrounding El Salto Falls and announced that the Marron adobe will be opened for tours on Sunday October 21st. Chair Ladouceur mentioned that she had recently accompanied Commissioner Christiansen and Arborist Mark Wisniewski to see a Buddha tree on Chinquapin at Harrison that was brutally trimmed to provide access to dig a ditch for the installation of some underground utilities for a new development. The tree is identified in the Heritage Tree Survey and both Mr. Wisniewski and Commissioner Christiansen had suggestions for an alternative method for the ditch that would not negatively affect the root system of this tree and others in the path. Chair Ladouceur added that she was not confident that it was appropriate for the Commission to take a stand on the issue, and the item is not for discussion as it does not appear on the agenda. She added that any of the Commissioners could get involved as private citizens/residents of Carlsbad. PUBLIC COMMENT: None present.
