MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: November 13, 2006

CALL TO ORDER:
Chair Ladouceur called the meeting to order at 5:31 PM.
ROLL CALL:
Present: Commissioners Christiansen, Daly, Hinman, Ladouceur and Smith
Absent: none
Also Present: Suzanne Smithson, Deputy Library Director
APPROVAL OF MINUTES:
The minutes of the October 2, 2006 meeting of the Historic Preservation Commission
were approved as submitted.
STAFF REPORTS:
Heritage Tree Project- Deputy Library Director Smithson reported that Mr. Wisniewski
met with Library Director Pizzuto last week and delivered the last of the edits to the
report. Deputy Library Director Smithson has contacted the volunteer who will
transcribe the document and scheduled a meeting for later this month.
The process for duplicating those photographs which are not part of the Library history
room collection is still under discussion with scanning the originals as a last resort.
Plaques - There has been no action.on the installation of the plaque at the Ramirez
house to date and Commissioners Ladouceur and Smith offered to speak to the owner
and see if they can set up a date to get it done. In the meantime, Library Reference
staff are working on researching previous historic plaque installations in an effort to
create a current inventory.
The plaque ordered for the South Coast Land Company has not arrived as yet. Plans
for the installation will be formalized once we have a firm delivery date.

Projects List - The first annual Commissioner's Workshop was held last week
(November 8) with City Attorney Ron Ball and Deputy Library Director Smithson
suggested looking ahead to next summer or fall for the next one.
Any further appropriate action on the El Salto Falls issue is still to be determined.
The status of both the Heritage trees and Historic Plaques was covered earlier.
Planning for the 2007 Third Grade Art Contest should begin in January of 2007. Chair
Ladouceur added that the Carlsbad Historical Society is scheduling their Trunk Shows
with the schools as a precursor to tours of Magee House.
WORKSHOP DISCUSSION:
The Commissioners discussed City Attorney Ball's presentation at length and identified
two high priorities:
• Requesting the assignment of a Planning Commissioner as liaison to this
Commission, as set forth in the ordinance.
• Requesting a City Council Member attend these meetings.
There was considerable discussion of the Inventory of Historical sites document and its
current status based on Council action and duties of this Commission as set forth in the
Municipal Code.
Also discussed were membership qualifications for the Commissioners and the
inconsistency within the two Chapters of the Municipal Code.
The Commission requested that staff research the events surrounding the Historical
Inventory creation and demise as well as the origin of the walking tour brochure
information.
Commissioner Smith suggested that the Commission work on a new list of historical
sites and solicit assistance from Marge Howard Jones and Susan Gutierrez.
CARLSBAD HISTORICAL SOCIETY UPDATE:
Commissioner Smith reported that there had been no meeting again this month but the
Society is planning a holiday open house with the date to be determined.
COMMISSIONER COMMENTS:
Chair Ladouceur mentioned that she was at the holiday event at Carrillo Ranch last
week but noticed there was no representation from the historical societies like the year
before. She also mentioned a conversation with Alan Kendall and a suggestion that the
Commission schedule a meeting at the Ranch and a private tour.

Chair Ladouceur also suggested that the Commission schedule an periodic update on
the work at the ranch as part of this meeting agenda.
