ROLL CALL: Present: Absent: Commissioners Christiansen, Daly, Hinman, and Ladouceur Commissioner Smith Also Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the November 13, 2006 meeting of the Historic Preservation Commission were approved as submitted. STAFF REPORTS: Heritage Tree Report- Deputy Library Director Smithson announced that the transcription of the original document was underway and the volunteer who has undertaken the project expects to be finished by early March. Once that phase is completed there is still the issue of the original photographs. Some of them were taken by Mr. Wisniewski who no longer has the negatives (they were not digital) and may have to be scanned into electronic format. The remainder are from the Library's historical photograph collection and should be easily duplicated. It is anticipated that the document will be ready for the printer by the end of March. Plaques- Deputy Library Director Smithson had not been successful in contacting the Garcia's regarding the South Coast Land Company plaque installation due to the holidays; however we have not received the plaque from the manufacturer yet either. The status of the plaque for the Ramirez house remains unchanged from the last meeting. Commissioner Smith had planned on contacting Mr. Carrion but that was delayed due to her recent surgery. The library staff continues to research and develop a list of existing historical marker- plaques and will provide a copy to the Commissioners once completed. Third Grade Art Contest - Deputy Library Director Smithson has scheduled the awards presentation from the City Council for the meeting of June 5th and distributed a HISTORIC PRESERVATION COMMISSION Page 2 Minutes of January 8, 2007 draft of the letter which will be sent to the third grade teachers next month about the program and deadlines for this year. Commissioner Christiansen suggested including information about natural historic resources as subject matter for the art, and referenced the Carlsbad magazine article in the November/December issue titled "More than just sticks and bricks". Commissioner Hinman responded that usually the children visit the places that they choose to draw and that the magazine article was intentionally vague about the location of some of the sites as the majority of them were on private property; not somewhere the children could visit. Commissioner Daly commented that she will be out of the country and unable to attend the Council Meeting on June 5th. WORKSHOP PROJECT UPDATE: Planning Commissioner- Deputy Library Director Smithson reported that the Library Director is working with the Community Development Director in an attempt to get one of the Planning Commissioners assigned as a liaison to this Commission. City Council representation- Deputy Library Director Smithson advised that Mayor Lewis suggested the Chair of the Commission put their request in writing for a Council Member to attend the meetings so that he can bring the matter up for discussion with the members of the Council. Commissioner Ladouceur agreed to write the letter on behalf of the Commission. Ordinance language reconciliation- The Commissioners reviewed the proposal for some additional language and a reconciliation of the language between the two sections of the Municipal Code that address membership in the Commission. There was some discussion about specifics qualifications and length of residency requirements. The Commission did not vote on specific language to submit to the City Attorney's office. Inventory - sites, markers- Deputy Library Director Smithson referred the Commission to her earlier reference to the list currently being compiled by Library staff. Also still to be addressed is the Historic Resource Inventory notebooks currently in the Library adopted by City Council in April of 1991 (91-114) and formally deleted by Council in May of 1993(93-151). CARLSBAD HISTORICAL SOCIETY UPDATE Deputy Library Director Smithson reporting for absent Commissioner Smith advised that the Society has a meeting planned for next month. Also worth notice were the beautiful holiday decorations in the Magee House which included some antique toys. Commissioner Ladouceur reported that several members of the Society routinely meet the first Saturday of each month to take care of the lawn and flower beds, with the exception of the rose garden which is maintained by the Rose Society. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of January 8, 2007 , PUBLIC COMMENTS: NONE COMMISSIONER COMMENTS: Commissioner Daly questioned if the plans for the downtown development might affect the trees and Commissioner Ladouceur suggested the commissioners attend one of the public meetings about the changes proposed. Commissioner Daly asked about the "Imagine Carlsbad" group and Commissioner Christiansen responded that preservation of El Salto is on their list as well as attaining sustainability which directly relates to sea water desalination. Commissioner Christiansen updated the commission on the status of the Sherman property purchase. He also spoke about the Carlsbad Open Space Committee, which is charged with identifying potential areas for designated open space within the community and is apparently on the Council Agenda for the meeting on January 23rd to present a report on their findings. Commissioner Christiansen wanted a member of this Commission to speak to the Council on that date on behalf of the Commission to reiterate the importance of saving El Salto Falls as a historical site. He plans to speak in support of the falls and compare them with the falls in Palm Canyon, but as a private citizen. Because the matter was not on the agenda for action, but the Commission's letter to the Mayor and City Council in support of the preservation of El Salto Falls was sent last May, the Commission agreed that Commissioner Hinman would address the Council at the meeting and reference the previously sent letter. Commissioner Ladouceur reminded the Commissioners of the public meetings scheduled for January 25th seeking input on the proposed "New Village Plan." Commissioner Christiansen asked for information about the Futuring Sessions and Commissioners Christiansen, Hinman and Ladouceur announced their intention to attend the morning session on January 18th. ADJOURNMENT: By proper motion, the meeting was adjourned at 7:02 p.m. Cissie Sexton Administrative Secretary
