ROLL CALL: Present: Absent: Also Present: Commissioners Christiansen, Daly, Hinman, Ladouceur and Smith None Suzanne Smithson, Deputy Library Director Heather Pizzuto, Library Director Debbie Fountain, Director of Housing & Redevelopment APPROVAL OF MINUTES: The minutes of the May 14, 2007 meeting of the Historic Preservation Commission were approved as submitted. VILLAGE REDEVELOPMENT STANDARDS: Chair Ladouceur welcomed Director Fountain who was attending the meeting at the request of the Commissioners to provide information on the proposed revisions to the development standards for the Redevelopment Area. Director Fountain distributed copies of a scaled-down version of the PowerPoint presentation previously presented at Council and several public workshops. She explained that the working from the original Master Plan this effort is to fine-tune some of the development standards. She reviewed the goals and vision of the Village stressing the desire to maintain its uniqueness and combine existing historical buildings with new in the development of an urban village. She explained that part of the process is a modeling of what the proposed development standards would look like resulting in a 3-D experience scheduled for Legoland where you can put on the glasses and walk through the model which will simulate the actual HISTORIC PRESERVATION COMMISSION Page 2 Minutes of July 9, 2007 look and feel of street and buildings. Following that, the proposed revisions will go before the Design Review Board and then to the City Council probably sometime in September or October of this year. Director Fountain added that they are still accepting comments through the public hearing process into September or October. Chair Ladouceur expressed her concern that some of the buildings in the village that are of historical significance would be preserved. Director Fountain responded that she understood the goals of this Commission but at the same time the direction from the City Council was to look at development standards and identify the constraints to development in the area. She added that there are property owners who recognize the value of preserving historical sites as evidenced by the owners of Village Faire who are planning a significant renovation to the old Neiman's and have expressed their intention to restore that facility to some of its original look. Following several more questions, Director Fountain explained that there is no mandatory historical preservation ordinance in the City of Carlsbad and perhaps this Commission and the City Council have competing interests with regard to the village area. PROPERTIES OF CONCERN: South Coast Quarry - Chair Ladouceur reported that both she and Commissioner Christiansen were at the City Council meeting on June 19th to speak at the public hearing on the draft Housing Element and the proposal to build moderate income housing in the Buena Vista Creek area but the item was set aside until the July 17th meeting. She will be out of town at that time but Commissioner Hinman offered to speak in her absence. Commissioner Christiansen brought the Commission up to date on the status of the sale of the property and statements from the developer with regard to enhancing the El Salto waterfalls and valley floor while providing public access. Commissioner Christianson also advised the Commission on the importance of having the property removed from the SANDAG designation of a "smart growth" site, a position he said is also supported by the Housing Commission. There was further discussion of possible actions appropriate for the Commission and by proper motion and vote, Commissioner Hinman was selected to speak on behalf of the Commission at the Council meeting on July 17th in support of the preservation of the falls. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of July 9, 2007 Gazebo in Rotary Park - Chair Ladouceur had a history of the gazebo from the Carlsbad Library Local History Room which indicated the gazebo, built in 1970, had already been moved once. She has spoken with Kurt Burkhart at the ConVis office located in the old Santa Fe Depot and he has confirmed that they do want to move it and Kit McBain speaking on behalf of the Carlsbad Hi-Noon Rotary has stated that they are willing to move it to wherever the City designates and maintain it in the future. Although they have identified four possible sites to for the structure: the old Split- Pavilion site, Magee Park, Pine Park and Maxton Brown Park, they have not presented this offer formally to the City Council. There was some discussion about the history of the structure and both Commissioners Hinman and Smith volunteered to check further and validate the information. Also discussed was ownership of the gazebo and support from this Commission for the Hi- Noon Rotary offer. It was decided to table any letter of support on the project until after the Hi-Noon Rotary has taken the necessary steps to get on the City Council agenda to propose their solution. Sante Fe Depot - Chair Ladouceur reported that the depot will have to be moved within the next ten years to accommodate the new tracks and this structure is of significant historic value as the oldest depot in the area which is still on its original site. She was not advocating any action at this point but wanted it before the Commission as information and something to keep in mind. Carlsbad Theatre - Chair Ladouceur also reported that the Carlsbad Theatre building is for sale again and wondered if the Commission would like to write him a letter urging him to advise the new owner that it is a historical building. Commissioner Smith pointed out that there is already a historic plaque on the front of the building and the Commissioners did not decide to initiate any action. Commissioner Ladouceur requested a supply of the walking tour brochures, which includes the theatre as one of the sites, and she will take them to Mr. McMann to have available in the lobby of the theatre. STAFF REPORTS Third Grade Art Contest - Deputy Library Director Smithson announced that the winning entries are currently on display at the Cole Library and will remain there through the month of July. Even though the awards presentation from the City Council had to be postponed until after the school year ended the attendance was very good, with only about five of the twenty-four not attending. Deputy Library Director Smithson added that the new process seems to be working well and the awards ceremony was much better than the last. HISTORIC PRESERVATION COMMISSION Page 4 Minutes of July 9, 2007 The schools in other school districts were Carlsbad children attend were again invited to participate, and although we know some of them scheduled tours of the Magee House, none of them chose to submit artwork for the contest. Commissioner Smith suggested trying to get the contest on the Council calendar earlier and Deputy Library Director Smithson reminded her that we had secured a place on the June 5 meeting but Council cancelled the meeting. Chair Ladouceur added that this year 42 classes toured Magee House and the students seemed to be more prepared and knowledgeable than in years past. Commissioner Smith said the traveling "Trunk Shows" helped to prepare the classes for what to expect at the museum. Heritage Tree Report - Deputy Library Director Smithson reviewed the revised process list for the document and shared the first draft from the printer. The draft of the document and the letter to the private property owners will be reviewed by the Assistant City Manager within the next two weeks. Unless otherwise directed, copies of the draft report will be mailed to the Commissioners once they are received from the printer. Existing Plaques - Commissioner Smith reported she has not be successful in speaking with Mr. Carreon regarding the plaque for the Ramirez House. Commissioner Hinman reported she had spoken to Able Garcia at the Barber Shop and he had suggested two possible locations for the installation of the South Coast Land Company plaque. Proposed Ordinance Revision - Deputy Library Director Smithson announced this document was ready to be submitted to the City Attorney's office for direction on how to proceed. NEW PLAQUES: o Red Apple Inn - The Commissioners chose the photograph with the "Chicken Dinner 75 cents" sign as their first choice for the plaque and the revised text. The Commission by proper motion and vote established the format for this and all future plaques to be in sentence case, not all uppercase, and to include "Courtesy of the City of Carlsbad Historic Preservation Commission" on this and all subsequent plaques. o Barrio Museum - There was considerable discussion over the accuracy of the proposed text for the site and perhaps its value is the museum itself but not the actual structure. There was consensus that information on pool hall building in the rear should not appear on the same plaque as the museum. Much discussion followed about rewriting or rearranging the text to better reflect the importance or significance of the site. Commissioners Hinman and Smith agreed to research the background for this site further and report back to the Commission. HISTORIC PRESERVATION COMMISSION Page 5 Minutes of July 9, 2007 Library Director Pizzuto asked if the Commission had developed criteria for identifying buildings appropriate for historical markers on the basis that it is a unique building, or was the first of something, or played a prominent role in the history of the City. The Commissioners did not recall that there had been any criteria developed and Library Director Pizzuto suggested that perhaps before moving forward with identifying any more sites for markers the Commission should undertake the establishment of criteria that would fit within their goals for this program. PUBLIC COMMENTS: NONE ANNOUNCEMENTS: Commissioner Ladouceur encouraged everyone to visit the New Village Arts Theater. Commissioner Ladouceur also added that she was concerned about the Village Redevelopment Standards as explained by Director Fountain and Commissioners Smith and Christiansen agreed they were also. Commissioner Christiansen pointed out that in the draft Heritage Tree Report there are trees identified that no longer exist, like the Canary Island Palms that were in front of the Gage House. He added that since the original study in 2001 at least twenty of the documented trees have been destroyed indicating the urgency in moving the report along and notifying private property owners who have heritage trees on their property. Reproduce finished report (Phase I) for review by Historic Preservation Commission. Notify property owners according to direction from Assistant City Manager and City Attorney's office. Provide copies of the finished product to the Parks & Recreation Commission. Request time on Parks & Recreation Commission meeting agenda for arborist to present report. Request Parks & Recreation Commission prepare agenda bill for City Council requesting review and adoption of the report as an Addendum to Chapter 7 of the Community Forest Management Plan (as adopted by City Council in 2002.), and designating the trees in the report as Heritage Trees in accordance with Municipal Code Title11, Chapter11.12, Section 11.12.140. Upon adoption by the Council, provide & distribute copies of the Addendum to the Community Forest Management Plan. Contact property owners of Heritage Trees for permission to include their trees in a walking tour brochure. Develop final version of tour brochure & maps and provide to Council as informational item. Print and distribute tour brochures, including one to private tree owners.
