HomeMy WebLinkAbout2009-01-12; Historic Preservation Commission; Minutes, ITEM #2Approved MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: January 12, 2009 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Commissioner Smith called the meeting to order at 5:39 p.m. ROLL CALL: Present: Commissioners Daly, Diaz, Ladouceur, Hinman and Smith Absent: None Also Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the November 17, 2008 meeting of the Historic Preservation Commission were unanimously approved as submitted (Ladouceur/Hinman). STAFF REPORTS: Third Grade Art contest - Deputy Library Director Smithson announced that the date for the awards presentation at City Council has been set for the June 9th meeting, which is the last week of school. Commissioner Smith offered to get an updated list of third grade teachers and the Commission requested staff to send the usual letters announcing the contest. The Commission also suggested that both teachers and principals should be encouraged to attend the awards presentation at City Council. Plaques & installations - Deputy Library Director Smithson advised that sometime this next week Mark Sainz will pick up the plaques for the Red Apple Inn and South Coast Land Company and will advise her once he has finished with the installations. The Barrio plaque has been ordered but we are still working on the photo. So far we have not been able to provide them with one with a high enough resolution to reproduce in the metal photo for the plaque. Heritage Tree Phase II report - Deputy Library Director Smithson reported that she has spoken to Mark Wisniewski twice in the last month and he is working with the HISTORIC PRESERVATION COMMISSION Page 2 Minutes of January 12, 2009 History Room for photographs and also with City's GIS for the maps to accompany the report. The Commission asked if the sewer laterals issue had been resolved at Council so that the Heritage Tree Report could go forward and Deputy Library Director Smithson replied that to her knowledge it had not. Ordinance revision - Deputy Library Director Smithson distributed the proposed revised Municipal Code §2.42.020 regarding membership eligibility for this commission and requesting the Commission fill in the number of years for the "long time" resident and approve the proposed changes. There was more discussion about the responsibilities of the Commission based on the ordinance versus what actually takes place with regard to plans submitted to the Planning Department and the need to fill the vacant position on the Commission for a Planning Commission liaison. Deputy Library Director Smithson advised the Commissioners that she and the Library Director were currently engaged in a dialog with regard to filling that position and she would report on the results at the next Commission meeting. Motion and second (Ladouceur/Hinman) was made to accept the changes in requirements and add twenty (20) years as criteria for the long time resident. Followed more discussion about the change resulting in a reduction in expertise required. Deputy Library Director Smithson reminded the Commission of the two recent examples of Commissioners serving out their two terms only to have to continue to serve as no qualified individuals applied for appointment. Following the discussion, Commissioner Smith called for the vote on the motion as it stood and it was unanimously approved. Deputy Library Director Smithson advised the Commission that she had checked with the City Clerk's office and that currently there are no applications on file. It is the practice of the Clerk's office to discard applications at the end of each calendar year. The Clerk's office sends a notice to those who had applications on file advising that they must re-apply if still interested. Commissioner Diaz suggested that the Commission ask the Deputy City Attorney to wait to process this change in membership and instead submit suggestions for more amendments of the Municipal Code §2.42. Plaque Program - There was no discussion of the proposed plaque program per se. PROPERTIES OF CONCERN: Army & Navy Academy - Commissioners Ladouceur and Diaz both expressed concern over the lack of information provided to this commission on the new master plan for this property and referenced the procedures in the Municipal Code. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of January 12. 2009 The Commissioners discussed attending the Planning Commission meetings to listen and speak on items that were of interest. Cultural Resource Study and Report - The commissioners reviewed the minutes of the Planning Commission meeting and also the contents of the agenda bill for the Army and Navy Academy and expressed concerns over the lack of an inventory of historical sites within the City. Commissioner Hinman referenced the action taken back in 1997 when the City Council adopted changes to Title 2 and Title 22 of the Municipal Code and directed the Historic Preservation Commission to create a new inventory based on voluntary participation. (The official Cultural Resources Inventory, which was compiled in 1991, was deleted by Council Resolution No. 93-151 on May 18, 1993.) Deputy Library Director Smithson distributed a list of properties designated by the City Council as "Historic Points of Interest" spanning the years from 1986 through 1990 and compiled from the City's electronic document management system (DMS). Also distributed was a copy of a list of properties that was attached to the minutes of the August 10, 1987 meeting of the Historic Preservation Commission which contains a series of ranking codes of unknown origin and which appears to be a working document to identify potential properties for designation as historic points of interest. Deputy Library Director Smithson explained that the term "Historic Point of Interest" does not appear in the Municipal Code and staff was unable to find a definition of the term. Commissioner Diaz suggested the list of properties designated by City Council form the basis of a Cultural Resources (or Historical Resources) Inventory and the Commissioners discussed the need to add the term "Historic Points of Interest" and some criteria for the designation to Title 22 of the Municipal Code. El Saito Falls - Commissioners Hinman and Ladouceur attended the Housing Commission meeting and reported that there was a lot of public comment at that meeting about the affordable housing proposed on that property and the item was tabled until the next meeting. CARLSBAD HISTORICAL SOCIETY UPDATES: Commissioner Smith reported that she anticipates receiving calls from the third grade teachers to schedule the tours of the Magee House. Commissioner Ladouceur announced that the Society is applying for a grant to repaint the barn and they have received some display cases which they are using in the Magee House. HISTORIC PRESERVATION COMMISSION Page 4 Minutes of January 12, 2009 ANNOUNCEMENTS: Commissioner Smith announced that a representative from a local company that produces plaques of various types had contacted Deputy Library Director Smithson requesting time on the agenda for the next meeting to discuss their products. Deputy Library Director Smithson reported that she had attended her first meeting of the staff component of Envision Carlsbad and most of the discussion revolved around how to get the community more involved and encourage attendance at the quadrant meetings scheduled for this spring. PUBLIC COMMENTS: None present. ADJOURNMENT: By proper motio,n (Ladouceur/Hinman), the meeting was adjourned at 7:11 p.m. Cissie Se Administrative Secretary Chapter 2.42 HISTORIC PRESERVATION COMMISSION 2.42.020 Membership Membership on the historic preservation commission shall consist of the following: A. Five regular members and one ex officio representative from the planning commission. All regular members of the commission must have knowledge of and a demonstrated interest in historic preservation and local history. Two Throo members will have a background or on intoroot in knowledge and expertise in architecture, archaeology, history, biology, engineering, geology, cultural anthropology, conservation, curation. planning, history education, or a related field to the extent such professionals are available in the community. Three *w© members will havo an intoroot in local hiotory at*4 wtW serve at large from the community with one of the three being a resident of the community for at least 30 (—) years. B. All members of the commission must be Carlsbad residents and registered voters. The ex officio representative shall not be entitled to a vote. Appointment to the historic preservation commission shall be made by the city council. The planning commission shall appoint a member to serve as the ex officio representative. (Ord.
