APPROVAL OF MINUTES:
The minutes of the March 9, 2009 meeting of the Historic Preservation Commission
were unanimously approved as submitted (Ladouceur/ Diaz).
STAFF REPORTS:
3ra Grade Art Contest - Deputy Library Director Smithson reported the deadline for the
artwork is this Friday and Commissioner Smith commented that the Historical Society
had not had many requests from the schools for tours of the Magee House.
Plaques & Installation - Plaque installations at Garcia's Barber Shop (South Coast
Land Company) and the Army and Navy Academy (Red Apply Inn) have been
completed and Deputy Library Director Smithson shared photographs of the sites.
The Barrio plaque arrived but installation could not be scheduled. Commissioner Daly
had spoken with the owners of the Barrio Museum about the location for the plaque and
encountered some concerns. Commissioners Ladouceur and Hinman offered to take
the plaque down to Lola's Market and discuss options for the installation.
Heritage Tree Report - Mr. Wisniewski is still working on the graphics portion of the
report, Phase II, but will be out of town this month. There is still no information on when
the sewer lateral and tree issue may be brought back to Council, which is delaying the
presentation of the report to City Council.

The Commission discussed possible ways in which to get the report before Council
without having Council designate the trees as "Heritage Trees" and approve the
recommendations and additional expense of maintaining those that are on City
property.
Commissioner Diaz entered a motion to request the Parks and Recreation Commission
move forward with the presentation of the Heritage Tree Report, Phase I, to City
Council recommending Council accept it as only a document containing historical
information about significant trees located in the City. Commissioner Smith seconded
the motion.
Discussion followed in which the Commission determined that the designation of
Heritage Trees could possibly take place at a later time and involve individual trees
nominated by this Commission instead of designating the entire inventory contained in
the Phase I report.
By proper vote the Commission unanimously approved the motion as presented.
ORDINANCE REVISIONS:
This item was tabled from the last meeting and was now brought before the
Commission for a decision as to whether or not they would like to undertake requesting
revisions to the current ordinance to clarify certain responsibilities and requirements.
Commissioner Diaz, having discovered that the current qualifications in the ordinance
for appointment to this commission were the requirements for a Certified Local
Government designation, questioned the changes this board had recently approved to
move forward to the City Attorney.
The primary concern of the Commissioners is the lack of a recognized inventory of
historic resources and the uncertainty of the status of the properties designed by City
Council as Historic Points of Interest, prior to 1993. There does not appear to be a
compilation of those properties.
One suggestion was to ask Council to recognize the previously designated properties
as the official inventory and then periodically recommend properties to be added.
Another was to create an inventory from scratch, schedule a public meeting and
request permission from the property owners to list their properties. A critical part of
this process would be to amend the ordinance to add back the Historical Point of
Interest category but rewrite the section to require the property owners' permission, not
previously a requirement for that designation.

PROPERTIES OF CONCERN:
Planning Commissioner Boddy reported that the item on the El Salto Falls property
which was on the agenda for the Planning Commission's April 15th meeting but was
continued.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith reported that only 28 classes have booked tours for the Magee
House which is significantly less than the 44 last year. She also announced the book
signing event scheduled for Sunday, May 17th, with local author Jeannie Sprague-
Bentley for her recently released book, Carlsbad.
COMMISSION COMMENTS:
Commissioner Hinman announced that the Carlsbad magazine is doing a feature article
in its next issue on the three books written about the City by local authors: Carlsbad,
Windows on the Past, and Seekers of the Spring.
