MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: September 14, 2009

CALL TO ORDER:
Commissioner Smith called the meeting to order at 5:35 p.m.
ROLL CALL:
Present: Commissioners Dfaz, Daly, Hinman, Smith and Wachter
Absent: None
Also Present: Suzanne Smithson, Deputy Library Director
Outgoing Commissioner Sue Ladouceur
PROCLAMATION:
Deputy Library Director Smithson presented a proclamation from the Mayor and City
Council to outgoing Commissioner Ladouceur for her years of service on this
Commission.
APPROVAL OF MINUTES:
The minutes of the May 11, 2009 meeting of the Historic Preservation Commission
were approved as submitted (Hinman/Daly).
COMMISSION BUDGET FY2009-10:
Deputy Library Director Smithson reviewed the Commission's budget for the current
fiscal year identifying anticipated expenses for the Third Grade Art Contest awards and
printing for Phase II of the Heritage Tree Report. Although there appears to be sufficient
funds available for the purchase and installation of additional plaques, she
recommended the Commissioners prioritize their goals for the year before moving
forward.
STAFF REPORTS:
Third Grade Art Contest - Deputy Library Director Smithson reported that the awards
presentation at the Council meeting went very well but that the photographs have not
been received as yet. The winning artwork was on display at the Cole Library

throughout the month of July and will be returned to the artists along with the
photographs.
Commissioner Smith advised that she will no longer be coordinating the docents for the
school tours of Magee House and the Historical Society Board may not coordinate the
tours with the schools next year.
Heritage Tree Report Phases I and II - Deputy Library Director Smithson reported
that she had spoken to Arborist Mark Wisniewski about the status of Phase II and he is
working with the City's GIS Department to finalize the maps. He anticipates having it
ready to print by mid-October for this Commission's review before taking it forward to
the Parks and Recreation Commission and making it available for public review.
She reminded the Commission that Phase I has not been presented to Council for
action but that it has been available for public review and all the property owners have
been notified if trees on their property are identified in the report.
Ordinance revision - Deputy Library Director Smithson confirmed with the
Commission that in addition to the changes they have requested in the qualifications for
appointments, they would also like to revise the current ordinance language to better
represent current practices and establish the voluntary inventory of historical properties.
Deputy Library Director Smithson suggested that the properties currently marked with
plaques constitute the initial inventory and Commissioner Diaz suggested that those
properties designated as Historic Points of Interest by the City Council prior to 1991
should also be included in the inventory.
Commission Diaz recommended that the Commission divide this project into two
sections; first, to get the ordinances revised as to duties and responsibilities; second, to
compile a list of properties already designated as historic, either by Council Resolution
or Historic Preservation Commission plaque installation, as the "official" inventory.
The Commission was unanimous in their decision to request staff move forward with
the revisions to the ordinances and compilation of the historic resources inventory.
Plaques and Installations - Deputy Library Director Smithson distributed copies of
the photographs taken at the installation of the plaque at Lola's market in the Barrio.
ELECTION OF CHAIR AND VICE CHAIR FOR FY2009-10:
By proper motions the Commission elected Commissioner Hinman as the Chair
(Smith/Diaz) and Commissioner Diaz as the Vice chair (Daly/Smith).

REPORT ON BOARD & COMMISSIONS TRAINING:
Commissioner Diaz reported that back in May he attended the training where he
received a binder which outlined proper procedure and provided information on ethics
and the Brown Act.
PROPERTIES OF CONCERN:
Ramirez house - Commissioner Smith reported that she had tried to find out if the
Carreon had moved but had no definite information.
Commissioner Diaz reported that the property is for sale and that the plaque is still
there.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith reported that the Historical Society's annual meeting will be on
October 24th in Heritage Hall at Magee Park. The event is open to the public and
tickets are $15.00.
ANNOUNCEMENTS:
Deputy Library Director Smithson reminded the Commissioners of the Annual Boards
and Commissions dinner on October 1st, and advised that the latest issue of Adelante,
the newsletter from the Congress of History in San Diego, was only received in
electronic format which she will forward it to the Commissioners.
She also announced that recently the Cole Library was able to hire a part-time librarian
to staff the Carlsbad Local History Room.
