MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Chair Hinman called the meeting to order at 5:34 p.m.

APPROVAL OF MINUTES:
The minutes of the January 11, 2010 meeting of the Historic Preservation Commission were
unanimously approved as submitted (Smith/Diaz,).
THIRD GRADE ART CONTEST;
Deputy Library Director Smithson reported that the letters inviting the Third Grade Classes to
participate were sent to the Lead Teachers at the local elementary schools. A reminder notice
will be sent in April with the art due in May, and award prizes awarded in June. The winning 3rd
Graders, their parents, and teachers will be sent an invitation to attend the June 8th meeting
HERITAGE TREE REPORT:
Deputy Library Director Smithson reminded the Commission that Phase I of the report was
presented to the City Council at a workshop and they accepted the report which means that the
report will be available at the Carlsbad City Libraries in the reference section. Because the
report was not taken to City Council in an agenda bill to adopt the recommendations and
designate the trees as Heritage Trees, the report remains informational only.

Phase II of the report has been received and Parks and Recreation have been notified that this
Commission will be bringing it forward following the same procedure as for Phase I. Currently
the report is at the printer waiting for the total number of copies needed.
HISTORIC CARLSBAD WALKING TOUR BROCHURE:
Deputy Library Director Smithson advised the Commission that the stock of brochures is now
depleted and reminded them that at their last meeting there were some suggestions for
changes to the brochure prior to ordering more. In response to their question at the last
meeting about getting the information on the website, Deputy Library Director Smithson
reported that it is possible and foresees three locations for links on the site, the Historic
Preservation Commission page, the Library's History Room page, and the City's History of
Carlsbad page. The request to have the information available on the web needs to be
presented to the City's communication team along with the scope of the project: a simple
listing of the properties and their location or an interactive map.
The Commissioners made some suggestions for minor changes to the brochure prior to the next
printing but stipulating that the changes should only be incorporated if the cost was minimal.
BUDGET FY2010-11:
Deputy Library Director Smithson reported that the Library's proposed budget for FY2010-11
included $3,600 for this Commission's expenses, the same as in the current year's budget. She
asked the Commission for approval to use the balance of this year's funds for the printing of
Phase II of the Historic Tree report and the Walking Tour brochure. By proper motion and vote
(Smith/Wachter) the Commission unanimously approved the expenditures.
ORDINANCE REVISIONS:
The Commission reviewed the redline version of Chapters 2.42, 22.02 and 22.06.02 based on
their suggestions from the last meeting, approving some and revising others. The revisions will
be brought to the next regular meeting for approval.
PROPERTIES OF CONCERN:
The Commissioners lamented the destruction of the old Villareal house previously located at
Pine and Harding.
CARLSBAD HISTORICAL SOCIETY UPDATES;
Commissioner Smith reported that Jefferson School third grade classes have scheduled tours of
Magee house but no others.

COMMISSION COMMENTS & ANNOUNCEMENTS:
Deputy Library Director Smithson reminded Commissioners Daly and Hinman that their current
appointments end next month and in order to be reappointed they will need to send a request
to the City Clerk's office. She added that even if they do not intend to seek reappointment,
they should be prepared to continue on the Commission until after the fall elections following
which any appointments to the Boards and Commissions will most likely take place.
Adelante, the Congress of History newsletter, is now distributed electronically and Deputy
Library Director Smithson will forward it to the Commissioners when she receives it.
Deputy Library Director Smithson has requested a new Planning Commissioner liaison to this
Commission.
