HomeMy WebLinkAbout2010-07-12; Historic Preservation Commission; MinutesApprove* | ITEM #2 ""| MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: July 12, 2010 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chair Hinman called the meeting to order at 5:36 p.m. ROLL CALL; Present: Commissioners Diaz, Daly, Hinman, and Smith Absent: Commissioner Wachter Staff Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the May 10, 2010 meeting of the Historic Preservation Commission were unanimously approved as submitted (Smith/Diaz). "DRAWING ON THE PAST": The Commission discussed the Third Grade Art contest awards ceremony at Council last month as possibly the best yet, with 100% attendance by the winners, and the process itself becomming more streamlined. Deputy Library Director Smithson reported that the children's art will remain on display at the Cole Library through the month of July and returned to the schools when the fall session begins. HERITAGE TREE REPORT. PHASE II: Deputy Library Director Smithson reported that a preliminary print copy of the report would be ready within the next few days and would be sent to the Commissioners for review. She explained that the realignment of some of the City's departments may have impact on the process for taking the report forward and she has contacted the individuals involved with Phase I to discuss it. PLAQUE PROGRAM/ HISTORIC RESOURCES INVENTORY: Deputy Library Director Smithson advised the commission that she had provided the City's Records Division with the list of the historic points of interest designated by Council resolution prior to the 1991 Cultural Resources Survey. She has asked for their assistance in identifying the process needed HISTORIC PRESERVATION COMMISSION Page 2 Minutes of July 12, 2010 to establish a Historic Resource Inventory, which is a key element in the Commission's desire to establish a formal plaque program. COMMISSIONER TERMS & CHAIR/VICE CHAIR SELECTION: Commissioners Daly and Hinman have expired terms (April 2010) and Commissioner Daly will not seek reappointment, but will continue to serve until such time as her replacement has been appointed. Commissioner Hinman agreed to serve another term as the Chair, contingent upon her reappointment, and Commissioner Diaz agreed to continue as the Vice-chair. ORDINANCE REVISIONS: Deputy Library Director Smithson updated the Commission on the status of the ordinance revisions. She has sent a copy to the Planning Director for review and comment based on possible impacts on that department, and also reminded him that this Commission would like to have the Planning Commissioner liaison position filled. Following the review by the Planning Department, the proposed revisions will be sent to the City Attorney's office for review. PROPERTIES OF CONCERN: The Commission briefly discussed the repositioning of the gazebo to Magee Park. CARLSBAD HISTORICAL SOCIETY UPDATE: Commissioner Smith reported that the Historical Society has been in touch with the City's Housing and Neighborhood Services Department and plans to purchase two of the "Snapshots of Time" street banners. She also announced the Society is hosting an ice cream social on Sunday, July 18th at Magee House, and their annual meeting will be held this fall at the Barrio Museum. PUBLIC COMMENTS: None present.
