MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: September 13, 2010
TIME OF MEETING: 5:30 PM
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chair Hinman called the meeting to order at 5:34 p.m.
ROLL CALL:
Present: Commissioners Diaz, Hinman, Smith and Wachter
Absent: Commissioner Daly
Staff Present: Suzanne Smithson, Deputy Library Director
APPROVAL OF MINUTES:
The minutes of the July 12, 2010 meeting of the Historic Preservation Commission were
unanimously approved as submitted (Smith/Diaz).
HERITAGE TREE REPORT. PHASE II:
The Commissioners discussed the next steps for the Heritage Tree Report Phase II in view of the
realignment of several City departments, and by proper motion (Smith/Wachter)and vote (3-1,
Diaz, Daly absent) the Commission accepted the report and directed staff to forward the report
forward to the Parks and Recreation Commission for further handling.
Deputy Library Director Smithson advised that she had spoken to Parks Manager Kyle Lancaster
with regard to the process and will keep the Commission updated on any progress.
PLAQUE PROGRAM/HISTORIC RESOURCES INVENTORY:
Deputy Library Director Smithson reported that the proposal from this Commission to take
previously designated Historic Points of Interest and create an official Historic Resources
Inventory was sent to Records Manager, Ronna Stickrod, for further research in official City
Records.
ORDINANCE REVISIONS:
Deputy Library Director Smithson has submitted the suggested revisions to the Planning
Director for review and comment with regard to the potential impact on that department

should the ordinance revisions be approved by Council. She has not received his response as of
this meeting date.
PROPERTIES OF CONCERN:
Deputy Library Director Smithson reported that she had received an email from the Carlsbad
Historical Society inquiring on behalf of Patrick Frazee for information on the process for having
the 98 year old Marron home on David Place designated as a historic site.
She has responded to the inquiry with information about the plaques installed by this
Commission and also sent him information on both the State of California and National Register
of Historic Places processes for official designation. The property is not easily accessible for
either a walking tour or drive-by.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith announced that the annual meeting of the Society will be held at the
Barrio Museum on October 16, at 1:00 p.m. Refreshments will be served but there will not be
the usual sit-down brunch.
ANNOUNCEMENTS:
Deputy Library Director Smithson reminded the Commissioners of the upcoming Boards and
Commissions annual dinner is next month.
The State of the City DVD is available at the Library as well as on the website.
Photographs of the Third Grade Art Contest awards ceremony were distributed.

By proper motion. (Smith/Diaz) the meeting was adjourned at 6:40 p.m.
