MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: November 8, 2010
TIME OF MEETING: 5:30 PM
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Vice-chair Diaz called the meeting to order at 5:34 p.m.
ROLL CALL:
Present: Commissioners Diaz, Daly, Smith and Wachter
Absent: Commissioner Hinman
Staff Present: Suzanne Smithson, Deputy Library Director
APPROVAL OF MINUTES:
The minutes of the September 13, 2010 meeting of the Historic Preservation Commission were
unanimously approved as submitted (Smith/Daly).
HERITAGE TREE REPORT PHASE II:
Deputy Ubrary Director Smithson reported that the Parks staff has not completed their review
of the report which includes verifying the trees identified as City owned. Their review must be
completed before the report is presented to the Parks and Recreation Commission, sometime
after the first of the year.
She further reminded the Commission that the initial Heritage Tree Report underwent a similar
review and was presented to the Parks and Recreation Commission but not carried forward to
the City Council for action. Instead, the report was presented to the Council at a workshop and
accepted as information only. Whether Phase II will be handled similarly has not been
determined.
HISTORIC PROPERTIES INVENTORY:
Deputy Library Director Smithson reported that she has been working with Records Manager
Ronna Stickrod to finalize a list of properties already designated by City Council before moving
forward with the proposal to establish a City Historic Site Inventory.

ORDINANCE REVISIONS:
Deputy Library Director Smithson reminded the Commission that their requested changes to
the ordinance had been sent to the City's Planning Department for review. She provided them
with copies of City Planner Don Neu's comments which included the elimination of an ex officio
member of this Commission from the Planning Commission (§2.42.020 B) and the removal of
the requirement for this Commission to take part in the environmental review of historical
structures, etc. (§22.02.050).
Commissioner Smith commented that having a Planning Commissioner at these meetings kept
them more informed and Commissioner Wachter pointed out that the ex officio member would
not necessarily be required to attend all the meetings if there was an alternate method of
communication.
Commissioner Diaz challenged City Planner Neu's concerns about delays in the environmental
review process for historical structures, etc., stating that if the City has an inventory of these
properties it would be easy for planners to determine if a property falls under their purview,
and the section is specific in that any comments from this Commission must be within the
public review time limits.
The Commission requested staff to advise City Planner Neu that they are not willing to support
his suggested changes and requested that the ordinance revisions, as previously approved by
proper vote and motion, be sent forward to the Deputy City Attorney for consideration.
PROPERTIES OF CONCERN:
Commissioner Smith reported she had received a letter containing copies of photographs of the
home that Mr. Marron built in the 1912. The letter was from the Carlsbad Historical Society
Board who unanimously recommended that the Historic Preservation Commission designate
the property as historically significant.
By proper motion and vote, (Diaz/Daly) the Commission approved the property for
consideration, but at a later date following revisions to the ordinance. The Commission
instructed staff to respond to the Carlsbad Historical Society Board informing them of the
decision, and sending a copy to Polly Frazee, legal owner of the property.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith reported that the annual meeting was last month at the Barrio Museum
and Mayor Lewis attended, along with a huge crowd in spite of the inclement weather. A panel
of members, including Commissioner Smith, who grew up in Carlsbad spoke to the group about
their experiences.
The annual Christmas open house at Magee House is scheduled for Sunday, December 5th.

COMMISSION COMMENTS:
Commissioner Daly reported that she attended the groundbreaking for the relocation of the
gazebo.
PUBLIC COMMENTS:
None present.
