HomeMy WebLinkAbout2011-03-14; Historic Preservation Commission; MinutesApproved^ ITEM #2 MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: March 14, 2011 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Vice Chair Diaz called the meeting to order at 5:34 p.m. ROLL CALL: Present: Commissioners Diaz, Smith and Wachter Absent: Commissioner Daly Staff Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the January 10, 2011 meeting of the Historic Preservation Commission were unanimously approved as submitted (Smith/Wachter). HERITAGE TREE REPORT: Deputy Library Director Smithson advised that the Phase II report had been reviewed by Parks and Recreation and has been returned to the author, Mark Wisniewski, to correct the errors discovered during their review. Still to be determined is whether we will be able to print an addendum containing the corrections or will have to reprint the entire document. The corrected document will then be presented to the Parks and Recreation Commission as accepted by this Commission. HISTORIC SITE INVENTORY: Deputy Library Director Smithson reported she has been working with the City Records Department comparing notes on previously designated historic sites and then adding the properties that have had plaques installed by this Commission. A finalized list will be presented to Council as a request to establish the Historic Site Inventory. She is hoping to go to Council at that same meeting to request the establishment of a plaque program for future additions to the inventory. HISTORIC PRESERVATION COMMISSION Page 2 Minutes of March 14, 2011 Commissioner Diaz requested an opportunity for the Commission to review the inventory list before it is presented to the Council. HISTORIC CARLSBAD WALKING TOUR ON THE WEB: Deputy Library Director Smithson distributed preliminary screen shots showing the links that will be available on the Library's page as well as on the Historic Preservation Commission page. Eventually patrons will be able to download a brochure or click on the individual properties to see photos, then and now, as well as a brief description/history of the site. Final text will be checked by the Carlsbad History Room Librarian to verify accuracy before it goes live. Commissioner Diaz suggested that the name of the architect be added to the information about each building. ORDINANCE REVISIONS: Deputy Library Director Smithson brought the Commission up to date on the discussions with City staff with regard to how to proceed with the desired ordinance changes. She met with City Planner Don Neu to explain what information the Historic Preservation Commission wanted from a Planning Commission liaison and City Planner Neu suggested that it was possible that information from his staff might be more timely. He also noted that some permits do not involve the Planning Department but are instead handled by the Building Department. City Planner Neu also pointed out that the requirement of a "public notice" included in the Commission's rewrite is not standard procedure for many permits and would therefore have to be further defined. Deputy Library Director Smithson will schedule a meeting with Building to discuss noticing elements and also investigate the possibility of the CIS developing a map overlay that could identify properties on the historic inventory if adopted. DRAWING ON THE PAST ART CONTEST: Deputy Library Director Smithson reminded the Commissioners that the awards for the winning art will be presented at the May 24th Council Meeting, not June 7th as originally scheduled. The schools have been advised of the date which will mean a short turn-around for the staff to send the invitations to the children and parents to attend. The date change was necessary in order not to impact the June Council meetings which will be focused on the budget for next fiscal year. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of March 14, 2011 PROPERTIES OF CONCERN: Deputy Library Director Smithson reported that she had heard that the Marron home has been sold, but she had no further information. Commissioner Smith said she was sure that the Marron descendents will let the new owners know about its significance in Carlsbad history. CARLSBAD HISTORICAL SOCIETY UPDATES: Commissioner Smith announced the upcoming tour of the old Santa Margarita Ranch House on Camp Pendleton on April 7th and the addition of a variety of tours to the Historical Society website. COMMISSION COMMENTS/ANNOUNCEMENTS: Deputy Library Director Smithson advised that the Mayor's office is working on filling the vacancies on this Commission. PUBLIC COMMENTS: None present. ADJOURNMENT: By proper motion (Smith/Wachter), the meeting was adjourned at 6:40 p.m. Cissie Sexpn Administrative Secretary
