MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: May 9, 2011

CALL TO ORDER:
Acting Chair Raul Diaz called the meeting to order at 5:37 p.m.
ROLL CALL:
Present: Commissioners Diaz, Garcia, Levy, Smith and Wachter
Absent: none
Also present: Outgoing Commissioners Daly and Hinman
Suzanne Smithson, Deputy Library Director
INTRODUCTIONS:
The first order of business was to introduce the newly appointed Commissioners Garcia and
Levy and thank outgoing Commissioners Daly and Hinman for their service.
APPROVAL OF MINUTES;
The minutes of the March 14, 2011 meeting of the Historic Preservation Commission were
unanimously approved as submitted (Diaz/Smith).
THIRD GRADE ART CONTEST:
Deputy Library Director Smithson reminded the Commissioners that the deadline for artwork
submittal is the end of this week. Once the Library has the names of the winners the invitations
to the awards presentation at the May 24th City Council Meeting will be sent to parents and
faculty.
She briefly explained the sequence of events for the newest Commissioners and encouraged
them to participate.

HERITAGE TREE REPORT;
Deputy Library Director Smithson reported that the revised version of Phase II of the report was
received from Mr. Wisniewski last week and sent to Park Superintendent Kyle Lancaster for
review. The revision was not provided as an addendum, therefore it will be necessary to
reprint the document before it can be sent to the Parks and Recreation Commission and
ultimately to City Council.
HISTORIC SITE INVENTORY:
Deputy Library Director Smithson provided a copy of the list of legislative records of historic
sites prepared by the Records Department in the City Clerk's office which will be taken to City
Council for adoption as the basis for the historic site inventory. The agenda bill and resolution
will be a joint staff report from the Clerk's office and this Commission and will ask Council to
adopt this initial list and officially designate those additional properties where the commission
has install plaques.
The Commissioners suggested including photos of the locations and plaques as part of the
presentation to Council.
HISTORIC WALKING TOUR WEB PRESENCE:
Deputy Library Director Smithson provided screen shots of the walking tour information that
will go live by the end of the month. She added that the History Room at the Cole Library is
working with the web team to provide past and present photographs of the property and the
names of the architect for each. The goal is to eventually have an interactive map of the tour
similar to the printed version in the brochure.
ORDINANCE REVISIONS:
Deputy Library Director Smithson reported that the Commissions requested revisions to the
ordinances were sent to the Community Development Department for review after which the
revisions will be sent to the City Attorney's office. A critical element for City Planning and
Building will be the establishment of an inventory of the sites for reference which will trigger an
alert of some sort when permits for the property are pulled.
PROPERTIES OF CONCERN:
Commissioner Diaz reported that at a recent Planning Commission meeting the Commissioners
approved the demolition of what had been Anderson's Bungalows on State Street to allow for
the construction of a new condo complex. He read about it after the fact which meant that this
Commission was not involved, further supporting the need for some sort of liaison from either
the Planning Commission or Planning Department.

CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith reporting for the Historical Society encouraged the new commissioners to
join the society. Last month members toured the Rancho Margarita Ranch House at Camp
Pendleton and the ribbon-cutting for the recently refurbished gazebo is scheduled for
tomorrow.
ANNOUNCEMENTS:
Commissioner Diaz announced that he had the opportunity to see a restoration design project
involving the Magee Barn and the other historical buildings at the Magee Park which was
recently completed by students in a second-year architectural design class at Palomar
Community College.
PUBLIC COMMENTS:
None present.
