HomeMy WebLinkAbout2011-07-11; Historic Preservation Commission; MinutesMINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: July 11, 2011 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER; Trustee Smith called the meeting to order at 5:35 p.m. ROLL CALL: Present: Commissioners Garcia, Levy, Smith and Wachter Absent: Commissioner Diaz - arriving at 5:45 Staff Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES: The minutes of the May 9, 2011 meeting of the Historic Preservation Commission were unanimously approved as submitted (Wachter/Levy). THIRD GRADE ART CONTEST: Deputy Library Director Smithson reminded the Commissioners that the winning art would remain on display at the Cole Library through the month of July. She also distributed copies of the photographs taken at the Council meeting, noting that postponing the awards date did not seem to result in fewer attendees. HISTORIC CARLSBAD ON THE WEB: Deputy Library Director Smithson used a laptop to preview for the Commissioners the pages that are being added to the City's website and contain the photos and information from the walking tour brochure. This project is nearly complete as Library Assistant Amy Davis from the History Room at the Cole is reviewing the information for accuracy and the maps are being finalized. She added that some additional information, such as architects or builders of the structures, is being included in the web version and would be incorporated into the next print version. Once the pages are finished there will be links on several different pages of the City website. HISTORIC PRESERVATION COMMISSION Page 2 Minutes of July 11,2011 HERITAGE TREE REPORT PHASE il: Deputy Library Director Smithson provided the Commissioners with the corrected pages for their copies of the report and asked for their approval of the revised report to go forward to the Parks and Recreation Commission for further handling. The Commission reviewed the changes and by proper motion and vote (Smith/ Diaz) approved the revised report to go forward. ORDINANCE REVISIONS: Deputy Library Director Smithson distributed copies to the newest Commissioners of the ordinance revisions previously approved by this Commission and asked for clarification to a mention of "public notice" contained in the revisions. There was some discussion about when and what type of public noticing this Commission was suggesting and the anticipated results. Deputy Library Director Smithson explained the concerns expressed by the City's building department in that the requirement could create a delay in the construction process. The Commissioners, after a lengthy discussion, agreed that they would prefer specific details not be included in the ordinance and asked that their requests for the changes go forward to the City Attorney's office for review. Discussion then ensued over which should be presented to Council first, a change in the ordinance or adoption of a formal Historical Site Inventory. PROPERTIES OF CONCERN: Commissioner Diaz said he had been following the Planning Commission meetings but had not seen any new information on the bungalows on State Street. SELECTION OF CHAIR AND VICE CHAIR FOR FY-2011-12: By proper motion and vote (Smith/Garcia) the Commission selected Commissioner Dfaz to serve as Chair and Commissioner Levy as Vice Chair for the next year. CARLSBAD HISTORICAL SOCIETY UPDATES: Commissioner Smith urged the other Commissioners to join the Carlsbad Historical Society and to check out the website for the summer events. ANNOUNCEMENTS: Deputy Library Director Smithson distributed copies of the City Council meeting brochures recently developed by the City's communication office. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of July 11,2011 Deputy Library Director Smithson announced that she may not be available for the September 12th meeting of this Commission and as one of the Commissioners would also be unavailable the Commissioners agreed to reschedule the meeting for September 19th if needed.
