MINUTES
MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: September 12, 2011

CALL TO ORDER:
Chair Dfaz called the meeting to order at 5:34 p.m.
ROLL CALL:
Present: Commissioners Di'az, Garcia, Smith and Wachter

APPROVAL OF MINUTES:
The minutes of the July 11, 2011 meeting of the Historic Preservation Commission were
unanimously approved as submitted (Smith/Wachter).
CITY NAMING RIGHTS POLICY:
Recreation Services Manager Calarco provided a copy of the draft Council Policy Statement
proposed by the Parks and Recreation Commission for the naming of parks and designated
municipal facilities. He explained the'events that prompted the review of the existing policy
and reviewed the various elements of the proposed revision.
The Commissioners, by minute motion (Dfaz/Garciaj, requested that the Historic Preservation
Commission be included in the review process when there is a proposal to name any historical
site.
HERITAGE TREE REPORT:
Deputy Library Director Smithson advised that the Phase II Report will be on the agenda for the
Parks and Recreation Commission meeting in October or November. It is anticipated that
sometime following that meeting the combined reports will be presented to City Council.

ORDINANCE REVISIONS:
Deputy Library Director Smithson advised the Commission that the documents had been sent
forward to the City Attorney's office for review.
PROPERTIES OF CONCERN:
No properties currently being discussed, other than the dedication of the barn at Carrillo Ranch.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Smith announced the upcoming lecture and book signing on the Temecula Wine
Country, this Saturday at Heritage Hall.
ANNOUNCEMENTS:
Deputy Library Director Smithson reported on a number of items:
• The renewal of the Congress of History membership for the Commission.
• The RSVP date for the annual Boards and Commissions dinner.
• The activation of three links on the City's website to the Historic Carlsbad Self-guided
Tour.
• The return of the Third Grade Art Contest artwork to the schools.
PUBLIC COMMENTS:
Carlsbad resident Ha Schmidt spoke to the Commission about the proposed removal of the ficus
trees between Pine and Oak Avenues. She explained that she had addressed the issue at City
Council meetings and will also speak to the Parks and Recreation Commission in an effort to
save the trees. She acknowledged that she had reviewed the Heritage Tree Report and these
trees are not listed.
ADJOURNMENT:
By proper motion, (Diaz/Wachter) the meeting was adjourned at 6:50 p.m.
