HomeMy WebLinkAbout2012-09-10; Historic Preservation Commission; MinutesApproved: ITEM #2 MINUTES MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: September 10, 2012 TIME OF MEETING: 5:30 PM PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chair Diaz called the meeting to order at 5:30 p.m. ROLL CALL: Present: Commissioners Diaz, Garcia, Gutierrez, Smith and Wachter Absent: Commissioner Levy Staff Present: Suzanne Smithson, Deputy Library Director Prior to moving to the next item of business, the Commissioners thanked outgoing Commissioner Wachter for his service and welcomed newly appointed Commissioner Gutierrez. APPROVAL OF MINUTES: Approval ofthe minutes ofthe May 14, 2012 meeting ofthe Historic Preservation Commission were tabled until the next regularly scheduled meeting of this Commission when a quorum of those who attended will be present. SELECTION OF CHAIR AND VICE CHAIR FOR FY2012-13: This action item was also postponed until the next meeting when all Commissioners are present. There was some discussion about the scheduled date for the November meeting because of the holiday. Date will remain on November 19 as two commissioners would be unable to attend if meeting was moved to November 5. STATE OF THE CITY VIDEO: Deputy Library Director Smithson screened the video forthe Commissioners. HISTORIC PRESERVATION COMMISSION Page 2 Minutes ofthe September 10, 2012 ORDINANCE REVISIONS: Deputy Library Director Smithson reported that there was no new information on the status of this project and that she was meeting with Assistant City Attorney Jane Mobaldi on some final language. The Commissioners discussed the previous process for placing plaques at historic sites and the desire to incorporate those properties into an inventory approved by City Council. Commissioner Diaz recommended that the Commissioners to be ready to discuss appropriate designations for those properties at the next meeting. PROPERTIES OF CONCERN: Chair Dfaz asked if the property being demolished by the Army & Navy Academy was one identified as having significant historical value. Deputy Library Director Smithson responded that she would check with the City's Planning Department to determine what building and wiil report back. Deputy Library Director Smithson reported that the Santa Fe Depot needs a new roof and the City's Property & Environmental Management Department is hiring an expert on historical building repairs to advise them on the project. Commissioner Di'az suggested it would be beneficial to have that consulting expert come and speak to this Commission and Deputy Library Director Smithson indicated she would inquire as to whether there would be an opportunity. CARLSBAD HISTORICAL SOCIETY UPDATES: Commissioner Gutierrez reported that their annual meeting is scheduled for Sunday and will include a report from the San Diego Archeology Society on artifacts found in the City of Carlsbad. Also of interest, in response to their presence on some social networks, the Inland Valley Historical Society arrived for a tour in a chartered bus. ANNOUNCEMENTS: Deputy Library Director Smithson provided the following information: • Photos of the awards presentation for the Third Grade Art contestants last June were distributed to the Commissioners. • The Commissioners were reminded to RSVP for the Boards and Commissions dinner. • A copy ofthe ''Carlsbad - 50 Years of Service" DVD was provided for any ofthe Commissioners who had not seen it. • Talking points which had been provided for the Commissioners working the booth at the Spring Fiesta/Clean-up in the Barrio were distributed to the Commissioners. HISTORIC PRESERVATION COMMISSION Page 3 Minutes of the September 10, 2012 ^ • The History Room at the Cole is now under the supervision of Sr. Librarian Mary Van Orsdol, head ofthe Genealogy Division. They are currently working on updating the scope statement and providing better public access to the collection in the future. • The Heritage Tree Report - Phase II has not yet been placed on the Parks and Recreation Commission agenda.
