MEETING OF: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Vice Chair Geldner called the meeting to order at 5:03 p.m.
ROLL CALL:
Present: Commissioners Díaz, Boone, Geldner
Absent: Commissioners Garcia, Gutierrez
Staff Present: Suzanne Smithson, Deputy Library Director
Scott Donnell, Senior Planner
APPROVAL OF MINUTES:
By proper motion (Geldner/Boone) and vote, the minutes of the September 14, 2015 meeting of
the Historic Preservation Commission were unanimously approved.
Taken out of order by request of commissioner Geldner and Board Liaison Smithson
2016 MEETING SCHEDULE:
By proper motion (Diaz/Boone) approved the 2016 meeting schedule with the proposal to revisit
it at the January meeting with all commissioners present.
PROPERTIES OF CONCERN:
Commissioner Díaz was given a tour of the LDS Church on Monroe/Chestnut across the street
from Carlsbad High School. During the tour he was asked if the church could be put on a point of
interest list of historic sites. The commissioners agreed that this would be an item revisited as
soon as the original 26 historic buildings are on a recognized list.

VILLAGE AND BARRIO PLAN:
Senior Planner Scott Donnell shared with the commissioners a power point presentation of the
Village and Barrio Plan. He noted the plan was released three weeks ago for public view at the
libraries and online. The current plan was adopted in 1995 which covers 350 acres of the village
and barrio areas thus making the revitalization of this area a Council priority. Mr. Donnell
explained that this is a four part plan covering vision, code, design guidelines, and appendix.
General ideas of preserving existing character and identify historic buildings. Mr. Donnell listened
to the commissioners concerns and answered their questions.
Mr. Donnell invited the commissioners to the Dover Kohl open house and planning presentation
workshops on December 15-18, encouraging them to use that time as an opportunity to give
their input on the plan.
CARLSBAD HISTORICAL SOCIETY UPDATES:
Commissioner Boone informed the commission that the Carlsbad Historical 40th anniversary
party on October 17 was a hit. The highlight of the party were dramatic readings of letters from
the Shipley collection.
BOARD LIAISON COMMENTS:
Board Liaison Smithson updated the commission on the Cole redesign stating that it is still on
schedule for completion in late January with a soft opening the first two weeks in February and
a grand opening in late February.
COMMISSION COMMENTS:
Commissioner Díaz mentioned he would like to keep the ordinance revisions for the Municipal
Code and Historic property inventory as regular items on the agenda for each meeting.
Commissioner Geldner asked if a city legal council could be put on the agenda for the January
meeting. Board Liaison Smithson agreed and said that she would check into it.
