MEETING OF: HISTORIC PRESERVATION COMMISSION
DATE OF MEETING: May 8, 2017
TIME OF MEETING: 5:00 PM
PLACE OF MEETING: Council Conference Room
CALL TO ORDER:
Vice Chair Geidner called the meeting to order at 5:01 p.m.
ROLL CALL:
Present: Commissioners Geidner, Bender, Nelson
Absent: Commissioner Garcia, Boone
Staff Present: Suzanne Smithson, Deputy Library Director
Introduction of new commissioner:
Commission Liaison Smithson introduced new commissioner Jack Nelson. Commissioner Nelson
has been a long time resident of Carlsbad. Most of his career has been in education, teaching in
Riverside and at L.A. State and at colleges on the east coast. Commissioner Nelson served on the
Senior Commission prior to serving on this commission.
Approval of minutes:
The minutes of the March 13, 2017 meeting were not approved due to lack of quorum of those
who attended that meeting.
Art & Culture Plan Presentation:
The City's Cultural Arts Manager, Richard Schultz, presented information about participating in
the development of the Art & Culture Plan. He is working with consultant, Lynn Osgood, from Go
Collaborative. He explained there are three phases to the planning process. Right now they are
in the discovery phase. Lynn has talked to 60 individuals to get their feedback on how to bring
art into everyday life. In May and June there will be community workshops giving the public
opportunities to discuss what they would like to see related to arts in the community. The Historic
Preservation Commissioners are expressly invited to participate in these discussions. This would

be a guidepost for a 10 year plan that would identify what the Carlsbad residents are interested
in for the community.
Commissioner Geidner commented that 10 years seems short since it takes so long to get these
plans through. It seems there should be a longer term maybe 20 or 30 years.
Mr. Schultz replied that 10 years is a foundation but long term goals are being viewed from the
10 year starting point.
He also shared the new concerts in the park line up for this year and that there is a new resin
dance floor.
2017 3rd grade historic art contest:
Commission Liaison Smithson updated Commissioner Nelson on the background of the 3rd grade
art contest. She discussed the event and handed out an information sheet with the process for
the presentation.
Historic property inventory:
Commission Liaison Smithson updated the commissioners on what has been accomplished since
our last meeting.
• Prepared list of current owners of the 19 original historic sites
• Identified all Agenda bills and Resolutions related to those sites
• Drafted a letter to current owners
• Shared all findings with the City Attorney
• Ordinance revisions are being worked on by City Attorney
The commissioners stated that they would be happy to send a letter to the current property
owners with the City Attorney signing off.
The Commission by proper motion (Nelson/Geidner and vote 3, 0, 2, O) request the City
Attorney's office provide information about the ordinance revisions at our next meeting.
Commissioner Bender wants to let the Planning Department know the Historic Preservation
Commission would like to work with them to review projects. Commissioner Geidner commented
that it may be a good idea if the Planning Commissioners had a check list to ask staff who had
been notified whenever a historic property project has been submitted for change. Also, since
most of historic resources are in the Village and Barrio area she would like to ask that the Historic
Preservation Commission be notified and review any projects in that area.
Commission Liaison Smithson said she would contact City Planner Don Neu to ask if we can have
a staff report at our meetings.

Commissioner Geidner would like to ask the City Attorney to explain what the Mills Act is and
what is required for the City of Carlsbad to be part of that.
Ordinance revisions for the Municipal Code:

Properties of concern:
Commissioner Bender drove by historic Culver-Myers-Capp House located at 3140 Highland Drive
and noted that this is still a property of concern. Commissioner Geidner suggested a summer
community volunteer event to help clean up around the property. Board Liaison Smithson said
she would contact Housing and Neighborhood Services Director, Debbie Fountain, to have the
that department send a letter to Mr. Capp regarding a clean-up opportunity for his property.
They then could work on getting a volunteer effort coordinated and publicizing the event with
the Historic Preservation as a support group. The commissioners would like to add this clean-up
effort as an agenda item for our next meeting.
Carlsbad Historical Society update:
Commissioner Bender is a new volunteer with the Carlsbad Historical society and was asked to
volunteer when a 3rd grade class will be visiting the Magee House which he is looking forward to.
He also commented the former commissioner Susan Gutierrez and her husband German
Gutierrez were in the Carlsbad Magazine which was a great read.
Commission Liaison announcements:
Commission Liaison Smithson let the comm1ss1oners know that new name tags were being
ordered for each commissioner. Laurie Boone reapplied for reappointment and her application
will be going to Council on May 23, 2017.
