MEETING OF: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Commissioner Geidner called the meeting to order at 5:05 p.m.
ROLL CALL:
Present: Commissioners Kevin Bender, Laurie Boone, Linda Geidner, Jack Nelson
Absent: none
Staff Present: Suzanne Smithson, Deputy Library Director
APPROVAL OF MINUTES
• The minutes for the August 21, 2017 special meeting were approved (3, 0, 0, 1 with
Commissioner Nelson abstaining)
• The minutes for the September 11, 2017 meeting were approved (3, 0, 0, 1 with
Commissioner Boone abstaining)
• The minutes for the January 8, 2018 meeting were approved as corrected (3, 0, 0, 1 w ith
Commissioner Geidner abstaining)
PUBLIC COMMENT
None
ELECTION OF CHAIR AND VICE CHAIR
Commission Liaison Smithson updated the commissioners that newly appointed
Commissioner Shelly Sanders has moved out of the area and will not be able to serve on the
commission filling Commissioner Chris Garcia's term. There are now two vacancies with
Commissioner Linda Geldner's and Commissioner Chris Garcia's terms both ending in April
2018.

The commissioners felt it advantageous to elect a chair and vice chair at this meeting so those
elected could attend the training being held on March 26, 2018 for chairs and vice chairs.
By proper motion and vote (Bender/Boone and vote 3, 0, 0, O) the Commission elected
Commissioner Linda Geidner as Chair and by proper motion and vote (Nelson/Geidner and
vote 3, 0, 0, O) Commissioner Laurie Boone as Vice Chair.
BOARDS AND COMMISSIONS TRAINING
Liaison Smithson informed the commissioners that after the March 26 training for the Chairs
and Vice has been completed, the City Attorney and/or the City Clerk will do a training for the
whole commission. This training follows the updates to Title 1 of the Municipal Code, and the
upcoming revisions to Title 2.
HISTORIC PROPERTY INVENTORY
The inventory is being coordinated with the ordinance revisions.
ORDINANCE REVISIONS FOR THE MUNICIPAL CODE
This will be revisited when the updates to the Code have been completed. Liaison Smithson
explained to the commissioners that Title 2 of the Code is part of the umbrella project that the
City is working on. When that is complete then Titles 2 and 22 (which covers what this
commissjon has been working on) can then go to council along with the inventory.
The commissioners requested to see the red line draft of the code for the Historic Preservation
Commission as is and have a milestone schedule.
PROPERTIES OF CONCERN
Commission Liaison Smithson informed the commissioners that Catherine Bryan, daughter of
the owner of the property at 3745 Adams Street, has not yet submitted the required
information to ask the commission to designate the property as a historic property. During the
discussion, it was noted that this property was not identified in the extensive list of properties
that have historic potential in 1991.
Liaison Smithson also informed the commissioners that the Carlsbad Theater, built in 1927,
located on State Street was sold last fall. Commissioner l<evin Bender spoke to the new owner
and was told that the owner wants to keep the flair of the historic building and said it's not a
good time for a tour.

Commissioner Boone informed the commission that a full biography about Luther Gage,
founder of the Carlsbad Flower Fields, is being reviewed by the Historical Society.
Commissioner Boone also reported that the atmosphere at Magee House has improved with
the diligence of the City of Carlsbad's Police Department H.O.T. team (Homeless Outreach
Team) and because of that, the 3rd grade tours will start again this spring.
COMMISSION LIAISON ANNOUNCEMENTS
Liaison Smithson handed out to the commission a flyer on the Village & Barrio Plan. On January
19, the 3rd draft was released and the prior two revisions are posted on the website. The draft
will go to the Planning Commission in the spring then it will go to Council. Senior Planner Scott
Donnell is willing to discuss the plan at our next meeting. The commissioners would like to
have Mr. Donnell come and discuss the plan.
Liaison Smithson shared another flyer regarding Leo Carrillo Ranch making improvements.
Liaison Smithson relayed the deadline for applications for the current vacancies on the Historic
Preservation Commission is April 9th.
Liaison Smithson also shared a draft letter to the teachers regarding the upcoming 3rd grade art
presentation which will be sent out later in the month.
COMMISSIONER COMMENTS
Commissioner Boone informed the commission that the Community Center and Garden at Pine
Avenue Park is due to open this spring on May 19, 2018.
