HomeMy WebLinkAbout2018-05-14; Historic Preservation Commission; MinutesITEM #3 MINU TES Approved: 7 -q-/g, MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: May 14, 2018 TIME OF MEETING: 5:00 PM PLACE OF MEETING: Georgina Cole Library Community Room CALL TO ORDER: Commissioner Geidner called the meeting to order at 5:02 p.m. ROLL CALL: Present: Commissioners l<evin Bender, Laurie Boone, Linda Geidner, Jack Nelson Absent: none Staff Present: Suzanne Smithson, Deputy Library Director APPROVAL OF MINUTES • The minutes for the March 12, 2018 meeting were approved as corrected (4, 0, 0, O) PUBLIC COMMENT The commission heard from Mr. Simon Angel stating he would like to see this commission become more involved in the Village & Barrio Master Plan . He feels it would be a benefit to the community especially to the people who live in the older section of Carlsbad like the barrio and downtown areas. The commission also heard from Ms. Jan Bandich on her concern about what happens to any artifacts or fossils found during the development of a project. VILLAGE & BARRIO MASTER PLAN Senior Planner Scott Donnell gave a presentation to update the commission regarding the status on the Village & Barrio Master Plan that started in October of 2013. He then opened the meeting to discussion and questions. Commissioner Boone asked if there is a map that shows an "historic district". Mr. Donnell replied that this boundary map is based on landmark usage. A "historic district" has not been established. If a historic map is established the map would be amended. HISTORIC PRESERVATION COMMISSION Minutes of May 14, 2018 meeting Page 2 Commissioner Nelson asked if there will be zoning alterations and what effect would it have on what would likely be historic. Mr. Donnell answered there are basic changes that will result. The designation code of VR (Village Review) is based on the existing master plan which will be replaced with VB (Village & Barrio) which is in the proposed plan. The Barrio never had a master plan the VB will tell the reader that there is a master plan that includes the Barrio. The proposed master plan will make it clearer to what the city expects. • Public comment by Mary Anne Viney on this agenda item. She wondered when the densities and the building heights changed. She also is concerned that it seems that there is no historic resources protection. Mr. Donnell answered Ms. Viney's concerns. He related that the building densities changed in the Barrio in 2013/2014 not to increase the densities but to establish a minimum of 28-35 units an acre. The building heights are subject to the general plan and have not changed in 10 years. In the current master plan 30 feet is the limit and the proposed plan would increase that to 35 feet. With regards to the protection of historic resources, the master plan has provisions which state that demolishing a building in the Village is an exempt matter. If the structure has a potential significant adverse impact on resources and historic resources that is not exempt. It would have to be discretionally processed. CEQA requires that the structurer be evaluated if it is a historic resource. Commissioner Geidner added that the recently worked on guidelines state that if there is CEQA matter it would need to go to this commission. Commission Geidner made some public comments to the Planning Commission and shared her comments with the other commissioners. Mr. Donnell mentioned he is familiar with her comments and would entertain a discussion but they are too far along the process to make any changes to the proposed plan. Commissioner Gelder said she is a concerned that there was no mention of historic structures or placemaking. Mr. Donnell said although there is no placemaking recommended in the plan, by recognizing that area around the Twin Inns, it would give it significance. There is wording in the master plan about the area by the Santa Fe Depot that compliments and recognizes that space. Magee Park is in the VBO (Village/Barrio/Other) zone. Commissioner Bender commented that he feels it is very helpful to have someone from the Planning Department at our meetings. BOARDS AND COMMISSIONS TRAINING Commissioner Geidner attended the training for chairs and vice chairs on March 26, 2018. She stated that she enjoyed the training. She learned how our meetings are expected to run. Also, that we can us the Council Chambers for our meeting location. We can ask what is recommended at our boards and commission training scheduled for our next meeting in July. HISTORIC PRESERVATION COMMISSION Minutes of May 14, 2018 meeting ORDINANCE REVISIONS FOR THE MUNICIPAL CODE Page 3 Commission Liaison Smithson stated when the Council approves Title 2 then we have asked to be first to have our own ordinances reviewed and then go to Council. So, although our revisions are on hold we still have time to review and discuss to be ready to go to Council. If you can get your individual comments by June 15 we can add those to the draft. • Public comment by Mary Ann Viney. She had a concern as she looked over Title 22 of the Municipal Code, she didn't notice that there was anything stating the protection of historic buildings. She asked if the commission would you consider putting something in the code as the commission is making revisions. 3RD GRADE ART PRESENTATION Commission Liaison Smithson reminded the commissioners that the 3rd grade art presentation will be at the City Council meeting on June 12. She also gave the commissioners a handout with an overview of the presentation. PROPERTIES OF CONCERN Commissioner Geidner suggested that this agenda item should be titled to Properties and Resources for Discussion. Dropping the word "concern". Commissioner Boone and Geidner asked if the check list form that Kyle Lancaster uses has added if a tree is historic. Commission Liaison Smithson replied that she would ask Kyle. CARLBAD HISTORICAL SOCIETY UPDATE Commissioner Boone informed the commission that a registry of who signed into the Twin Inns over the years was donated is available for viewing at Magee House. COMMISSION LIAISON ANNOUNCEMENTS • Liaison Smithson notified the commissioners that applications for the commission vacancy were due on April 19 and that appointments are scheduled to be made on May 22. • Liaison Smithson relied that on Monday, May 21, city council will hold a meeting at the Faraday building to discuss Senate bill 54 California Value Act. She said she would send a link the commission. Which she did after the meeting. HISTORIC PRESERVATION COMMISSION Minutes of May 14, 2018 meeting Page 4 • Liaison Smithson informed the commissioners that Title 2 will be taken to City Council at their morning meeting on June 19. • Liaison Smithson announced that the Boards and Commission dinner will be on September 6 this year. COMMISSIONER COMMENTS Commissioner Geidner reminded the commissioners of the Pine Park Community Center ribbon cutting on May 19 at 10:00 a.m. Commissioner Boone worked on providing historic photos that were used in the mural, which will be unveiled at the ribbon cutting. Commissioner Nelson suggested that the public speaker sit at the table to make it easier to hear.
