HomeMy WebLinkAbout2018-07-09; Historic Preservation Commission; MinutesITEM #3 HISTORIC PRESERVATION CO M M I SSION MEETING OF: HISTORIC PRESERVATION COMMISSION DATE OF MEETING: July 9, 2018 TIME OF MEETING:· 5:00 PM PLACE OF MEETING: Georgina Cole Library Community Room CALL TO ORDER: Commissioner Boone called the meeting to order at 5:01 p.m. ROLL CALL: Present: Commissioners Laurie Boone, Jack Nelson, Sam Souri Approved: 9 -IO· IY Absent: Linda Geidner appointed to the Planning Commission; and Kevin Bender resigned Staff Present: Gary Barberio, Assistant City Manager Suzanne Smithson, Deputy Library Director Dianna Galindo, Sr. Office Specialist • Introduction of new commissioner Sam Souri APPROVAL OF MINUTES • By proper motion the minutes for the May 14, 2018 regular meeting were approved (2/2/1 Gelder/Bender resigned; Souri abstained) PUBLIC COMMENT: None CITY HALL PROJECT UPDATE: The commission received an overview of the new civic center project by Assistant City Manager Gary Barberio. He informed the commissioners that Council's goal is to build a new city hall that would include a community center that would be a place for public uses and where the community can meet. The Council is currently looking at four locations: the current City Hall location, Pine Avenue Community Park, Faraday Center and the former Farmers Insurance building. The Council is asking for input from the community through forums, questionnaires and an online survey. Once all data is collected, a decision will be made in 2019. Council's goal is to break ground in 2023. ORDINANCE REVISIONS FOR THE MUNICIPAL CODE Commission Liaison Smithson stated Title 2 should go to Council on July 17. If approved, we have asked to be the first board/commission to have our own ordinances reviewed and then go to Council. So, although our revisions are on hold we still have time to review and discuss to be ready to go to Council. HERITAGE TREE REPORT UPDATE Commission Liaison Smithson reported to the commission that the "tree removal check list form" that is currently used by city parks staff, now has a box to check if a tree is on the Heritage Tree Report at the Historic Preservation Commissions request. Liaison Smithson also reported that the Heritage Tree Report is being reviewed again by parks staff and Parks Manager Kyle Lancaster will keep the commission updated. PROPERTIES AND RESOURCES DISCUSSION Commission Liaison Smithson updated the commissioners that there has been no paperwork submitted from the homeowner on the property located at 3745 Adams Street. CARLSBAD HISTORICAL SOCIETY UPDATE Commissioner Boone informed the commission that former Historic Preservation commissioners Susan and German Gutierrez are being honored as Citizens of the Year. She also informed the commissioners that there is a new directory on the Historical Society's web site and that the Society is looking for new members. COMMISSION LIAISON ANNOUNCEMENTS Liaison Smithson informed the commissioners that the Village and Barrio Master Plan was approved by the Planning Commission and goes to Council tomorrow, July 10. Liaison Smithson updated the commissioners that applications for the two commissioner vacancies are due this Friday, July 13 and appointments will be made at the July 24 City Council meeting. Liaison Smithson reminded the commission that our Boards and Commission training will be held at the September 10 meeting. Liaison Smithson shared a save-the-date that the Boards and Commission dinner will be on September 6 this year at the Crossings. The commissioners should receive invitations soon. Liaison Smithson thanked the commissioners for participating in the 3rd grade art presentations on June 12. She shared that photos of the event will be given to the commission at the September meeting.
