M EETING OF: HISTOR IC PRESERVATION COM MISSION
DATE OF MEETING: November 5, 2018

PLACE OF MEETING: Georgina Cole Library Community Room
CALL TO ORDER:
Commissioner Boone called the meeting to order at 5:13 p.m .
ROLL CALL:
Present: Commissioners Laurie Boone, Anne Estes, Chad Majer, Jack Nelson, Sam Souri
Absent: none
Staff Present: Suzanne Smithson, Deputy Library Director
Dianna Galindo, Sr. Office Specialist
APPROVAL OF MINUTES
ITEM #3
• By proper motion and vote the minutes for the September 10, 2018 regular meeting were
approved (Nelson/Estes and vote 5/0/0}.
PUBLIC COMMENT:
The Commissioners heard from Jan Neff Sinclair who voiced her concerns regarding the buildings in the
Barrio and Village area being torn down to make room for new dwellings. She suggested taking pictures
or videos of the properties in area to preserve the history of the barrio.
MEETING LOCATION AND 2019 MEETING SCHEDULE:
The commissioners discussed the idea of meeting every month rather than every other month.
Commission Liaison Smithson would need to do research on what it would take to be able to meet every
month.
Commissioners Boone and Majer would like to call special meetings during the year to create
opportunities for the commissioners to educate themselves about historic properties (i.e . touring the
historic buildings in the area).
By proper motion and vote the commissioners moved to meet in the council chamber for the 2019
schedule as written, with a vote at the May meeting to possibly change location, and to move the
November 11, 2019 regular meeting to November 4, 2019 clue to the Veterans Day Holiday
(Majer/Boone and vote 3/2/0).
ORDINANCE REVISIONS:
Liaison Smithson related to the commission that Title 2 passed at the July 24, 2018 Council meeting. She
stated that this would be a good time to go over the drafts of Chapter 2.42 and Chapter 22 make edits if
needed and discuss it at our January meeting.
HISTORIC CARLSBAD VIDEO:
Commissioner Majer shared with the other commissioners a historic news report from 1975 of Mrs. Polk
and her shack in the village area.
COMMISSION GOALS DISCUSSION:
The commissioners discussed many possible goals for the commission that may be included in the work
plan the commission will submit to council in early 2019.
The commissioners would like to get more involved in the community with oral histories and
videography of long time locals. They would like to take the history to the public. The commissioners
believe that both people and structures are an equally important part of the history of Carlsbad.
ELECTION OF CHAIR AND VICE CHAIR:
By proper motion and vote (Boone/Souri 5/ 0/ 0) the commission elected Commissioner Majer as Chair
and by proper motion and vote (Majer/Estes 5/0/0) the commission elected Commissioner Boone as
Vice-Chair.
PROPERTIES OF CONCERN:
Commission Liaison Smithson update the commission that there has still been no paperwork submitted
from the owner of the property at 3745 Adams Street.
Commissioner Majer voiced his concern regarding the Culver house at 3140 Highland Drive. He feels the
house is in extreme danger of being unsalvageable and would not pass code. Commission Liaison
Smithson said she would check with the city's Code Enforcement staff.
CARLSBAD HISTORICAL SOCIETY UPDATE
Commissioner Boone informed the commission that she and Comtnissioner Majer went to the annual
meeting a ct heard talks from two relatives of the nephew of Mr. Kelly. She also mentioned that the
Historical Society would like to sponsor community wide events.
COMMISSION LIAISON ANNOUNCEMENTS:
Liaison Smithson updated the commission that on September 18, 2019, Kyle Lancaster went to council
with the Community Forest Management Plan and obtained the funding for the original arborist to
update the heritage tree report.
