HomeMy WebLinkAbout2019-01-14; Historic Preservation Commission; Minutes,Approved: y -2-d:: -,q ITEM #4 HISTORIC PRESERVATION COMMISSION MEETING OF: DATE OF MEETING: TIME OF MEETING: HISTORIC PRESERVATION COMMISSION January 14, 2019 5:00 PM PLACE OF MEETING: City Council Chamber CALL TO ORDER: Commission Chair Chad Majer called the meeting to order at 5:03 p.m. ROLL CALL: Present: Commissioners Laurie Boone, Anne Estes, Chad Majer, Jack Nelson Absent: Sam Souri Staff Present: Suzanne Smithson, Deputy Library Director Ron l<emp, Assistant City Attorney Heather Pizzuto, Library and Cultural Arts Director Dianna Galindo, Sr. Office Specialist APPROVAL OF MINUTES By proper motion and vote the minutes for the November 5, 2018 regular meeting were approved (Boone/Estes and vote 4/0/1/0). PUBLIC COMMENT: None. ORDINANCE REVISIONS: The commission discussed their concerns and questions regarding the Municipal Ordinances. Assistant City Attorney Ron l<emp and Library & Cultural Arts Director Heather Pizzuto were present to help answer questions and/or concerns from the commissioners. By proper motion and vote the commission moved to hold a special meeting to review their proposed edits and suggested changes to the draft ordinances on February 11, 2019 at a location to be determined (Majer/Estes 3/1/0/1). ANNUAL WORK PLAN DISCUSSION: The commissioners discussed many possible goals for the commission that may be included in the commission's work plan for FY 2019-20. The commissioners would like to get more involved in the community with oral histories and videography of long time locals. They would like to take the history to the public. The commissioners believe that both people and structures are an equally important part of the history of Carlsbad. 2019 MEETING SCHEDULE -PROPOSED ADJUSTMENTS: Commission Liaison Smithson related to the commission that there is a need to move our meeting start times in September and November because of a scheduling around the Labor Day and Veterans Day holidays. By proper motion and vote the commission decided to take no action for now {Majer/Boone 2/2/0/1). THIRD -GRADE ART PRESENTATION FOR 2019: Commission Liaison Smithson shared a draft letter that will be sent out to the 3rd grade teachers in Carlsbad inviting them to join in the annual 3rd grade art presentations. The commission approved the letter {Boone/Nelson 4/0/0/1) which will be sent in February. PROPERTIES OF CONCERN: Commission Liaison Smithson said she checked with the city's Code Enforcement staff regarding the condition of the Culver {Myers-Capp) house at 3140 Highland Drive. She was told that a Code Enforcement Officer can do an inspection of the house. CARLSBAD HISTORICAL SOCIETY UPDATE Commissioner Boone informed the commission that the Carlsbad Historical Society has their newsletter on the website. Also, that a historic guest registry 'of the Twin Inns available for viewing at the Magee House. Commissioner Boone suggested that the commission should tour the Magee House at some point. COMMISSION LIAISON ANNOUNCEMENTS: Liaison Smithson handed out a copy of the Arts and Culture Masterplan to each commissioner present. Liaison Smithson reminded commissioners to sign up for the Ethics Training if they need to attend the training which is required every two years. COMMISSIONER COMMENTS Commissioner Majer informed the commission Jan Sin clair, who made a public comment at the November meeting, had posted incorrect information on Facebook stating that this commission was going to remove the mural on the Circle I< building on Oak. Commissioner Majer ran into Ms. Sinclair and a few other members of the community, who were gathered at the Dennys on Carlsbad Village Drive, which allowed him to reassure the group that removing the mural was not a goal of this commission. Commissioner Boone feels the commission should educate the public regarding any restriction on designation. Commissioner Estes noted that the commission calendar is not on the cable channel.
