The meeting convened at 5:13 P.M.
a. AGREEMENT WITH SAN DIEGO COAST REGIONAL
BEN STABLLE .
The City Manager gave a staff report on the matter
stating that Mr. Stabile is proposing to develop
an apartment complex in the City, and the Coast
Regional Commission had conditioned Mr. Stabile's approval on his p5edging one unit to "affordable"
housing for a period of thirty years.. .He con-
cluded stating that Mr. Stabile was agreeable to the condition, and requesting approval of the agreement from the Housing and Redevelopment Commission.
In response to Commission questions, staff indi- cated ,the contents of the agreement would prevent the possibility of future financial involvement 'by the Commission should federal funding be cut.
The Commission adopted the following Resolution:

b. TRANSMITTING DOCUMENTS AND SETTING A JOINT PUBLIC HEARING ON THE' VILLAGE 'ANA REDEVELOPMENT
PLAN.
Following a brief report on the matter by the City Manager, Commissioner Lewis referenced telephone calls he had received from concerned citizens within the project area, and questioned the effects of a boundary change on the hearing.
In response, the Housing and Redevelopment Direct0 stated that it would be appropriate to refer the -... boundary issue to the Planning Commission for re- port prior to the public hearing. He further stated that if the Commission waited until .the public hearing took place, and then questioned the possible need for a boundary change, the matte would then be referred to the Planning Commission for report, and would add an additional thirty days- delay. He concluded by s-tating that if the matter were referred the Planning Commission at
this time, the report from the Planning Commission
would be available for the Housing and Redevelopme
Commission at the time of the hearing on June 23, 1981.
