The following Commissioners were present:
Commissioners Casler, Lewis, Kulchin, and Anear.
The following Commissioner was absent:
Commissioner Chick.
A. ACCEPTANCE OF GRANT DEED FOR JEFFERSON SENIOR HOUSING
PROJECT.
Marty Orenyak, Building and Planning Director, gave a
staff report on the matter as contained in the Agenda
Bill.
Mr. William Rick, Rick Engineering, 3088 Pi0 Pico,
Carlsbad, addressed the Commission. Mr. Rick referenced
page 2 of the deed, and requested a change be made on item
2. He requested that item 2 read as follows, "The
requirements of the Code of Federal Regulations, Title 24,
Housing and Urban Development, part 570.302 shall be met."
He indicated that the request was being made in that if
they were required to make 100% of the units available per
the existing Condition No. 2, the project would not be
economically viable at all, and would not go forward.
Mr. Ken Carlson, County Department of Housing and
Community Development, San Diego, addressed the
Commission. Mr. Carlson referred to attempts to please
the Board of Supervisors on the project, and indicated the
existing wording requiring 100% of the units would be
appropriate. He acknowledged that HUD requirements accept
51%. I

In response to questions, Mr. Carlson indicated it might
be possible to take a lesser percentage to the Board for
consideration if the actual negotiated lease and DDA were
attached to the deed with everything detailed therein.
The Commission discussed the matter, and indicated a
desire to provide as many units as possible, but noted
economic constraints which may prevent 100% of a project.
Following concurrence from Mr. Rick and Mr. Carlson, the
Anear completed.
