APPROVAL OF MINUTES : Minutes of the Regular Meeting held December 21, 1982, Casler X were approved as presented. Lewis X Kulchin xx Chick X Prescott X PUBLIC HEARINGS : 3. AB #006 - RP 82-1 - ON-SALE LIQUOR ESTABLISHMENT LOCATED AT ELM AVENUE AND CARLSBAD BOULEVARD. Chris Saiomone, Community Redevelopment Manager, gave the staff report. Commissioner Casler opened the public hearing at 7:47 p.m., and since no one wished to speak on this subject, the public hearing was closed. It was noted this was an interesting proposal and hopefully the applicant couid find another site for this proposed project. The following Resoiution was adopted: Casier X Lewis X RESOLUTION NO. 17, DENYING RP 82-1 (CUP), A Kulchin xx REDEVELOPMENT PERMIT TO ALLOW AN ON-SALE LIQUOR Chick X ESTABLISHMENT ON PROPERTY GENERALLY LOCATED ON Pres co t t X THE NORTHWEST CORNER OF ELM AVENUE AND CARLSBAD BOULEVARD. 4. AB 8007 - W/CUP 82-3 - PERMIT FOR CONSTRUCTION OF A 48-UNIT SENIOR HOUSING PROJECT AT JEFFERSON AND OAK. Chris Salomone, Community Redevelopment Manager, gave the staff report, as contained in the Agenda Bill. Commissioner Casler opened the public hearing at 7:52 p.m., and issued the invitation to speak. Mr. William Rick, Rick Engineering, Pi0 Pic0 Road, Carlsbad, addressed the Commission. He reported that the final architectural designs have been started and the presentations are being made to the lenders. Mr. Rick asked that one exception be allowed to the age rule so they could have an apartment manager who might be less than age 62. Commissioner Casler suggested and the Commission concurred that the Resoiution be amended on page 9, line 20, section "ar' by the addition of the words, "except for the manager". Mr. Don Briggs, Jr., 4115 Sunnyhiil Drive, Carisbad, addressed the Commission in opposition to the project due to the discrimination by age. - L c P c * e MINUTES HOUSING AND REDEVELOPMENT COMMISSION \$ January 18, 1983 Page 2 %PA COMMISSIONERS "0 + %3/ @ 9 Since no one else wished to speak on this matter, the public hearing was closed at 7:55 p.m. The following Resolution, as amended, was adopted: Cas ler X Lewis X RESOLUTION NO. 18, APPROVING A REDEVELOPMENT Kulchin X PERMIT/CONDITIONAL USE P =IT FOR A PRIVATELY X Prescott FUNDED SENIOR CITIZEN HOUSING PROJECT ON xx Chick PROPERTY GENERALLY LOCATED ON THE NORTHEAST CORNER OF JEFFERSON STREET AND OAK AVENUE; AMENDED ON PAGE 9, LINE 20, SECTION "ali WITH THE ADDITION OF THE WORDS, "EXCEPT FOR THE MANAGER" . 5. AB #008 - RP 82-5 - PEEWIT TO ALLOW ESTABLISHMENT OF AN OFFICE BUILDING ON THE NORTHWEST CORNER OF BEECH AVENUE AND ROOSEVELT STREET. Chris Salomone, Community Redevelopment Manager, gave a brief staff report as contained in the agenda bill. Commissioner Casler opened the public hearing at 8:OO p.m.: since no one wished to speak on this subject, the public hearing was closed. Commissioner Chick commented that a meeting with the Post Office officials would be in order to try to alleviate the traffic problem in that area. Chris Salomone stated this has been done. The foiiowing Ressiution was adopted: Casler X Lewis X RESOLUTION NO. 19, APPROVING A REDEVELOPMENT Kulchin X PERMIT TO ALLOW CONSTRUCTION OF A 3,859 SQUARE Chick xx FOOT OFFICE BUILDING ON PROPERTY GENERALLY Pres co t t X LOCATED ON THE NORTHWEST CORNER OF BEECH AVENUE AND ROOSEVELT STREET.
