The Meeting was convened at 7:18 p.m.
The following Commissioners were present:
Commissioners Casler, Lewis, Kulchin,
Chick and Pettine.
PUBLIC HEARING:
3. AB 1/54 - RP 85-16 GILBERT'S AUTO BODY.
Chris Salomone, Community Redevelopment Manager, gave
the staff report as contained in the Agenda Bill,
using transparencies to show the site and the
Redevelopment village project area. Fe also used a
drawing showing the proposed project located on the west side of Tyler Street.
Mr. Salomone stressed the denial was based mainly on
the use. This area is a special treatment area and the proposed project would not be permitted.
Commissioner Casler opened the Public Hearing at 7:26
p.m., and issued the invitation to speak.
Gilbert Miranda, 3870 Valley Street, the applicant,
addressed the Commission asking for approval of his
project. Me gave the Commissioners a list of
signatures of the surrounding neighbors asking
approval for this project.
Mr. Miranda gave the history of his project, statina
i.t had been over one year in process. He stated that
area has several car repair related businesses located
nearby. He felt his project would improve the area.
Joe Castro, 3715 Jefferson Street, addressed the
Commission in favor of the proposed project.
0. Escobedo, I611 James Drive, whose family owns the
property across the street, spoke in favor of this
proposed auto/body paint shop, stating this was a
problem area but he believed this was a goad plan and
was compatible.
Since no one else wished to speak on this matter, the
Public Hearing was closed at 8:47 p.m.
The consensus of the Commissioners was to favor this
proposal, if the noise could be mitigated.
Marty Orenyak, Building Director, stated it would be
difficult to mitigate the noise, depending on how far
away the Commission wanted the noise mitigated. The
project could not be conditioned to work with shut
doors. It would be possible to ask them to do the
work inside the building where the noise would not be
a probl-em.

I Ill City Manaaer Frank Aleshire stated that if the
Commission wished to grant the appeal, he would
suggest this matter be sent back to the Design Review
Board with instructions to work out conditions for
rnitiqation of the noise, parking, and other issues.
Housing and Redevelopment Commission returned RP 85-16 Casler
to the Design Review Board to review the conditions. Lewis

Commissioner Casler declared a Recess at 8:02 p.m.,
and the Commission reconvened at 8:18 p.m., with all
Members present.
4. AB W 55 - RP 85-23 AMENDMENTS TO VILLAGE DESIGN
MANUAL.
Chris Salomone, Redevelopment Manager, gave the staff
report as contained in the Agenda Bill.
Commissioner Casler opened the Public Hearing at 8:24
p.m., and issued the invitation to speak. Since no
one wished to speak on this item, the Public Hearing
was closed.
Housinu and Redevelopment Commission adopted the
following Resolution:
RESOLUTION NO. 062, TO AMEND THE VILLAGE DESIGN
MANUAL.

5. AB 53-1 RP/CUP 84-3 (A) CARLSBAD INN. I Ill
City Attorney Vincent Biondo gave the staff report on
this item, suggesting the Commission hear from the
Attorney for the applicant at this time.
Attorney R. Wood, 2850 Pi0 Pico, addressed the
Commission stating concerns with the language in
Paragraphs A and C and the document that Mr. Watkins
had been asked to sign. Mr. Wood stated they had
amended that and it had been accepted by Mr. Biondo.
If the 23 parking spaces are provided within a one-
year period, any vested rights would be returned to
the applicant. Mr. Wood asked for the following
deletions on Line 5 in Paragraph A of his letter. He
asked for the "un" be taken off of the "unconditional"
and the next to the last line of the page, strike the
word I'on site", inasmuch as the parking will be
nearby. Mr. Watkins would like to be able to pull
permits for the additional 72 condominium units if and
when the 23 additional parking places are provided for
the Grunion Run Restaurant. He stated the applicant
would comply with any requirements that may come from
the parking and traffic study. If the 23 additional
parking spaces are provided before that parking and
traffic study is complete, the applicant wishes to be
able to pull the permits for the additional
condominiums and proceed.

City Attorney Vincent Eiondo stated sub-section C of
the Pesolution states the buildina permits for the
remaining 72 condominiums will not be issued until the
applicant finds adequate parking to serve the project.
This does not say anything about the traffic study.
If the Commission finds the parking is adequate, they
could extend the permit and impose any conditions
necessary to do that.
Commissioner Casler commented with the CUP being
issued for only one year, at the end of that year
there could be a review. If there was a parking
problem at that time, the CUP could be denied.
Mr. Wood objected to the wording in Section A, Page 3
of the Resolution, Lines 10 and 11, and asked it be
changed to read, "to operate without any adverse
traffic circulation and parking effects on the
surrounding properties". Line 15 in that same
paragraph should have the words "including any
measures necessary" deleted.
Housing and Redevelopment Commission adopted the
following Resolution, with the changes noted above:
RESOLUTION NO. 060, GRANTING THE APPEAL AND APPROVING
REDEVELOPMENT PERMIT/CONDITIONAL USE PERMIT TO ALLOW A
RESTAURANT WITH A LIQUOR LICENSE IN SPACE PREVIOUSLY
DESIGNATED FOR RETAIL USE AT THE CARLSEAD INN.
AN AMENDMENT TO REDEVELOPMENT PERMIT 84-3 AND A
6. A5 11 58 - AWARD OF CONTRACT FOR ROOSEVELT STREET
PARKING LOT.
Housing and Redevelopment Commission adopted the
following Resolution:
RESOLUTION NO. 065, ACCEPTING A BID AND AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE ROOSEVELT STREET
PARKING LOT.

7. AB 1'1 56 - APPROVAL OF REDEVELOPMENT AGENCY DEBT. I
Housing and Redevelopment Commission adopted the
following Resolution:
RESOLUTION VO. 063, APPROVING DEBT OF THE
REDEVELOPMENT AGENCY AND REQUESTING A LOAN FROEl THE
CITY FOR THE NECESSARY FUNDS.
8. AB # 57 - SECTION 8 HOUSING VOUCHER PROGRAM.
