Absent: None. APPROVAL OF MINUTES: Minutes of the Meeting held October IO, 1987, were Lewis Larson x Mamaux X Pettine xx Kulchin approved as presented. x X PUBLIC HEARING: I. AB #92 - RP 87-11 - VILLAGE FAIRE Chris Salomone, Community Redevelopment Director, gave the staff report as contained in the Agenda Bill, stating this was an innovative Redevelopment project. He described the project, using wall charts showing drawings of the proposed retail shopping center. Mr. Salomone explained the parking proposed for the project, stating that was the most critical part of the project. In answer to Commission query, Mr. Salomone stated on the parking spaces to be leased, he thought the maximum lease was 49 years. The Commissioners expressed a desire to have the longest leases possible. Commissioner Lewis opened the Public Hearing at 9:lO p.m., and issued the invitation to speak. Gottfried Klement, 377 Elm Avenue, stated this project would be an asset to the City of Carlsbad. He expressed his concern with the parking issue, stating there was no proposed crosswalk by Washington Street. This would cut off the businesses on the south side of Elm from any parking, particularly if the Elm streetscape eliminates parkfng on Elm. George Willis, owner of 539 Elm Avenue, stated his concern with the ingress and egress at Washington Street, with a right turn in and out only. This would discourage pedestrians on the south side of Elm Avenue. He added he was in favor of this project, but the businesses are concerned about the parking on Elm. Bob Nielsen, 525 Elm Avenue, stated this was a good project and should be endorsed. Mary Melideo, 159 Hemlock, spoke regarding the parking for the proposed project, stating there should be more than a verbal agreement. She felt there should be more parking required, and inquired about the other businesses on Grand near the proposed leased parking. Mr. Salomone explained the parking for those businesses and further stated if the parking is not available, the project would not proceed. 9 * lilt MINUTES \\x %9 A November 10, 1987 Page 2 COMMISSIONERS % &% PUBLIC HEARING: (Continued) Dennis Meehan, 3981 Gloria Lane, stated he was in favor of the project. Keith Kennedy, 2052 Avenue of the Trees, stated Washington Street is one of the darkest areas in the downtown section and he believed this would help it immensely. Steve Densham, 2965 Monroe Street, the owner and developer, addressed the Commission, asking for relief from the condition requiring undergrounding of the utility poles on Grand Avenue. He added the utilities on the property are all underground, and the poles on Grand Avenue serve the businesses across the street. ! Since no one else wished to speak on this item, the public hearing was closed at 9:30 p.m. Housing and Redevelopment Commission adopted the Lewis RESOLUTION NO- 097, APPROVING A MAJOR REDEVELOPMENT XX Pettine X Kulchin following Resolution, with Alternative A: X X Larson PERMIT TO ALLOW THE CONSTRUCTION OF A SPECIALTY RETAIL X Mamaux SHOPPING CENTER ON PROPERTY GENERALLY LOCATED ON THE BLOCK BOUNDED BY CARLSBAD BOULEVARD, CARLSBAD VILLAGE DRIVE, WASHINGTON STREET AND GRAND AVENUE. The Commission recommended the leases for parking spaces be the maximum number of years allowed.
