The Meeting was convened at 6:15 p.m.
The following Commissioners were present z
Commissioners Lewis, Kulchin, Pettine, Mamaux and
Larson.
Absent: None.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held June 21, 1988,
were approved as presented.
PUBLIC HEARING:
1. AB fllO -RP 87-10 - ROWE-BECHMANN.
Chris Salonone, Housing and Redevelopment Director,
gave the staff report as contained in the Agenda Bill,
using transparencies to show the site and drawings of
the proposed building.
Chairman Lewis opened the Public Hearing at 6:30 p.m.,
and issued the invitation to speak.
Ofelia Escobedo, 1600 James Drive, owner of a business
at 3292 Roosevelt, addressed the Commission expressing
her concern about the traffic problem. She felt the
traffic generated by this project would be too much
for the area and the project would lower property
values. Ms. Escobedo did not object to the building
itself, but to the warehouse businesses to be housed
there.

Charles Rowe, 4046 Garfield Street, the applicant,
stated that he had letters from people interested in
renting the warehouse areas, and those were a small
electrical business, plumbing business, a glass
company and a concrete company. Those businesses
would store trucks there at night and come in the
morning to pick up material to go to the job site.
Chairman Lewis was concerned about the hours of usage
of the warehouse areas, stating he felt there should
be a limit of perhaps not before 7:OO a.m. and not
after 6:OO p.m.
Allan Brent, 919 Nardo, Encinitas, stated he was
looking for space and had submitted a letter of intent
for his electrical business in the warehouse area of
this building.
5. 3. Joachim, 1808 Portofino, Oceanside, owner of
Pelican Glass Company, stated he has a warehouse on
State Street and has outgrown it. He felt this
building would be suitable for his business. Mr.
3oachim concurred that 95 percent of his work is job-
site oriented.

PUBLIC HEARING: (Continued)
Since no one else wished to speak on this matter, the
Public Hearing was closed at 6:48 p.m.
Housing and Redevelopment Commission adopted the Lewis xx

WALNUT STREET AND ROOSEVELT STREET BETWEEN ROOSEVELT
STREET AND TYLER STREET: with added conditions that
hours of use of the warehouse area are from 7200 a.m.
to 6:OO p.m., and all loading is to be done inside the
buildi ng .
ADJOURNMENT:
Ry proper motion, the Meeting of July 19, 1988, was
adjourned at 6:54 p.m.
