Absent: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held December 20, 1988, were approved as presented. DEPARTMENTAL REPORT: 1. AB #I15 - APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO BID CONSTRUCTION OF DOWNTOWN STREETSCAPE, PHASE I1 - PROJECT NO. 3288. John Cahill, Municipal Projects Manager, stated Chris Salomone, Housing and Redevelopment Director and Pat O'Connor from Austin, Hansen and Fehlman were here to present this item. Pat O'Connor used a drawing of the proposed streetscap to explain Phase I1 of the project. He stated the rural flavor of the street would be maintained in the northern portion of Carlsbad Boulevard, with the area near Grand Avenue becoming more urban in appearance. He stated the medians will be heavily planted with bird-of-paradise plants, the City's flower. Mr. O'Connor commented on the uniqueness of incorporating art into the streetscape and explained the park area to be built at Carslbad Boulevard and Pine. He also described the art work at the northern end of the project, at State Street and Carlsbad Boulevard. John Cahill spoke concerning the inconveniences that will occur during the construction period, and stated staff has anticipated that by hiring a full-time inspector to coordinate between the City and the contractor. There will also be a design team availabl to assist in any problems and to mitigate any inconveniences. If: E Lewis Kulchin Pettine Mamaux Larson X X X X X X Chris Salomone reported that there is a public relations program planned to assist in communications with the public to let them know what to anticipate. There have been workshops for public input and there will be continued public input during the construction. Some special events are planned to help, with media coverage, to keep the focus on the end result. In response to query, Mr. Cahill stated the bids will be opened March 1, with the contract award two weeks following, and contruction should take ten months, witt completion of Phase I1 in January of 1990. \ i k " t e MINUTES e - - 3anuary 17, 1989 Page 2 COMMISSIONERS DEPARTMENTAL REPORT: (Continued) Commissioner Mamaux expressed concern with the schedule of the off-street parking. Chris Salomone said three sites will be going out for bid shortly, to provide 111 new parking spaces adjacent to Elm Avenue. Staff is working on a lease proposal for another site for additional parking and a reciprocal agreement with the Union Church to provide 81 parking spaces. Mr. Salomone reported that parking will he in place before any spaces are removed from Elm Avenue. Commissioner Larson inquired about the Lincoln Street triangle, and staff responded this would be a one-way street northbound. In response to Commission query regarding the size of the trees to be planted, staff indicated they would be 36 inch box size, with heights ranging from eight to twelve feet. Housing and Redevelopment Commission adopted the following Resolution: RESOLUTION NO. 122, APPROVING PLANS AND SPECIFICATIONS, Lewis X AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR Kulchin xx THE CONSTRUCTION OF STREETSCAPE, PHASE 11, PR03ECr NO.
