SPECIAL MEETING: CITY OF CARLSBAD HOUSING AND REDEVELOPMENT MEETING.
DATE: July 27, 2011
TIME: 10:30 AM
PLACE: CITY ADMINISTRATION BUILDING, ROOM 173A, 1635 FARADAY
The Vice-Chair Kulchin called the meeting to order on at 10:34 a.m. Present: Kulchin, Douglas,
Blackburn. Chair Hall and Commissioner Packard were absent due to a conflict of interest; both
Commissioners own property in the Village of Carlsbad.
The following documents were distributed for this item and are on file in the Office of the City Clerk.
• Memo from Assistant City Manager Coates and attached outline regarding the Housing and
Redevelopment Workshop, July 22, 2011.
• Village Revitalization Partnership Program, Power Point Presentation, July 27, 2011.
Commissioner Douglas asked about criteria for committee selection. Assistant Manager Coates
reviewed the criteria items. Vice-Chair Kulchin stated that she did not want any bias in membership
selection. The Commission discussed the Encinitas Main Street Association.
Debbie Fountain, Housing and Neighborhood Services Director, gave the Council some history on the
Village Improvement Partnership.
Commissioner Douglas noted that she had been talking to both residents and business owners in the
Village and that she would report her finding to the Commission.
Commissioners gave staff feedback on the selection criteria and decided that the selection process
would be the following:
Vice-Chair Kulchin - appointment of two members.
Commissioner Douglas - appointment of two members.
Commissioner Blackburn - appointment of one member.

Vice-Chair Kulchin asked that the Commissioners meet on August 18th 2011 to consider appointments.
She noted that appointments could be made on August 23, 2011.
The Vice-Chair adjourned the meeting at 11:37 a.m.

If you have additional thoughts or items you want to have discussed, please let me know and

ADVISORY COMMITTEE DISCUSSION

Project Goal
The Carlsbad Housing and Redevelopment Commission has issued a Request for
Proposals from qualified contractors, organizations, associations and/or other interested
parties to develop a program, policies or other financing mechanisms to spur local
investment and foot traffic, and increase private and public revenues in the Village of
Carlsbad through partnerships with property owners, businesses and other
stakeholders. The Commission's goal is to assist in the creation of a self-sustaining,
private organization that will continue revitalization efforts in the Village. All proposals
are due to be received no later than August 1, 2011.
Advisory Committee
Commissioner Douglas was previously appointed to work with Agency staff in the
development of the Request for Proposals, and to subsequently serve on an advisory
committee to evaluate the proposals and make recommendations to the Commission
regarding the preferred approach toward implementation. The advisory committee is
planned to be enlarged by three to five additional persons from the community.
The purpose of today's discussion is to consider and identify specific criteria or
qualifications for the citizen committee members, and to agree on the committee
structure.
Committee Selection Criteria
The following criteria could provide for a broad representation of interests for
membership on the committee:
• Appointee has no vested interest or involvement with any of the proposers and
represents a neutral, unbiased position.
• Appointee is either a business or property owner in Carlsbad Village, but has no
active involvement in the Carlsbad Village Association.
• Appointee has prior experience with downtown revitalization.
• Appointee has economic development and marketing experience
• Appointee has served on other citizen committees, boards or commissions,
such as Envision Carlsbad, Planning Commission, etc.
• Appointee may not have specific qualifications as illustrated in the above;
however has a keen interest in the Village and its continued success.
Committee Structure
It is anticipated the committee will consist of seven to nine members as follows:
• Commissioner Douglas, Chair
• Three to five citizens
• John Coates, Assistant City Manager; Debbie Fountain, Housing and
Neighborhood Services Director; Kathy Dodson, Economic Development
Manager
The time commitment for committee members is expected to consist of six meetings as
follows:
1. Meet to finalize evaluation process, receive proposals.
2. Meet to discuss and rank proposals.
3. Interview and rank finalists, develop recommendation to Housing and
Redevelopment Commission.
4. Attend Housing and Redevelopment Commission meeting to recommend
successful proposal.
5. Meet to review and agree on selected contractor's scope of work.
6. Attend Housing and Redevelopment Commission meeting to recommend
contractor's operating agreement.
