ROLL CALL: Chairman Packard called the meeting to order at
4:12 p.m. with all members present.
APPROVAL OF MINUTES: The minutes of the meeting of June 7,
1978 were approved as presented.
WRITTEN § ORAL COMMUNICATIONS:
Resolution No. 99.
A resolution adopting certain documents fo the Department of
Housing § Urban Development representing the operating budget
for the Section 23 Leasing Program.
Resolution No. 100.
A resolution adopting certain documents of the Department of
Housing § Urban Development representing the operating budget
for the Section 8 Housing Assistance Payment Program Existing
Housing.
Resolution No. 101.
A resolution authorizing an increase in rents and lease extension
for the one-bedroom senior units located at 945, 965, and 983
Pine.

At this time there were no bills presented to be paid.
ADDITIONAL BUSINESS:
Residential Rehabilitation Loan Program.
At this time Mrs. Villalobos introduced Jack Henthorn, City of
Carlsbad redevelopment Coordinator. Mr. Henthorn explained the
program to the commissioners. Questions followed.
MOTION was made: To approve the staff recommendation and
participate in the Residential Rehabilitation Loan Program.
Regional Housing Authority Plan:
Up-to-date information. At this time Commissioner
Skotnicki stated he would like to bring to the Authority's
attention for information and action, a two-part item,
(a) Information: He wanted to share with the Authority that the
Regional Housing Plan has suggested consolidation of all housing
authorities in the San Diego area. He explained that this would
include, National City, Carlsbad, and San Diego. Commissioner
Skotnicki explained that he is in favor of pursuing the plan and
would like to request that if there is any dialogue between Staff
and the San Diego County Staff that he would like the Commissioners
to be kept informed.
(b)Action. Commissioner Skotnicki would like to' have the staff
directed to study the advisability of a city referendum for low-
cost housing in the City of Carlsbad.
MOTION: a motion was made: That Staff study the low-cost housing
referendum and report as soon as possible at their convenience.
ADJOURNMENT:
The meeting adjourned at 4:35p.m. by proper motion.
