Evan Becker, Housing and Redevelopment Director, called the Regular Meeting to order at 6:00 p.m.

Mr. Becker introduced each Commissioner and they were given an opportunity to share their background
for the benefit of the other Commissioners.
Councilpersons Ann Kulchin and Ramona Finnila welcomed the new Commission and thanked those
participating for their efforts.
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
NEW BUSINESS:
1. Election of Chairperson and Vice-Chairperson
Evan Becker, Housing and Redevelopment Director, called for nominations for Chair. Commissioners
Avis, Sato, and Scarpelli were duly nominated. By majority vote, Edward Scarpelli was elected to serve as
Chairman.

Commissioners Avis and Sato were duly nominated. By majority vote, Doug Avis was elected to serve as
Vice-Chairman.
The term for Chair and Vice-Chair expire on July 29, 1994.
The gavel was passed to Chairman Scarpelli.
2. Adoption of Rules and Procedures
Ron Ball, City Attorney, reviewed legal issues concerning conflict of interest, the Brown Act, and the
Political Reform Act. He stated that Commissioners should contact Housing/Redevelopment staff if they
have legal questions.

Debbie Fountain, Senior Management Analyst, reviewed the rules and procedures which were written to
govern the Housing Commission. She noted some changes which have been recommended by staff, as
follows:
Special meetings may also be called by the Housing/Redevelopment Director.
Change to five (5) votes, all references which indicate that four (4) votes will constitute a quorum or
majority.
Change to unisex, all references which indicate masculine gender.

001 adopting the Housing Commission Rules and Procedures with revisions as noted.

NEW BUSINESS:
3. Roles and Responsibilities of the Housing Commission
Evan Becker, Housing and Redevelopment Director, summarized the roles and responsibilities of the
Housing Commission and reviewed Ordinance No. NS-235 and NS-242. He stated that all members of
the Housing Commission are required to be residents of the City of Carlsbad and registered voters.
4. Reference Materials
Debbie Fountain, Senior Management Analyst, reviewed two (2) reference manuals with the
Commissioners which include various documents to assist them in evaluating affordable housing projects,
programs, and policies/procedures.
5. Housing Element. Comprehensive Housing Affordability Strategy (CHAS), and lnclusionary Housing
Ordinance.
Leilani Hines, Management Assistant, gave a staff overview of the City of Carlsbad's approved Housing
Element and CHAS for the period 1991-96. The overview included a discussion of the goals objectives,
policies, and programs related to providing affordable housing in Carlsbad.
6. The Villas at El Camino Real
Evan Becker, Housing and Redevelopment Director, gave a staff report and slides presentation on a
proposed 340 unit affordable housing project known as "The Villas" at El Camino Real. He discussed
SAMCO, tax credits, and other financing which will be used for the project. Target date for all approvals on
this project is October 5, 1993.
Larry Clemens, Vice President, Hillman Properties, addressed the Commission and gave a brief history of
the Aviara project and Hillman's intentions regarding affordable housing in the City of Carlsbad. They will
be developing "The Villas" at El Camino Real in partnership with Bridge Housing Corporation and
Kruer/Picerne.

SUMMARY OP ACTIONS TAKEN BY HOUSING COMMISSION AT THEIR MEETING OP
JULY 29, 1993
On July 29, 1993, the Housing Commission held their first meeting.
The following summary of actions taken during the meeting are
provided for your review:
1. ELECTION OP CHAIRPERSON AND VICE-CHAIRPERSON:
Commissioner Ed Scarpelli was elected as Chairperson and
Commissioner Doug Avis was elected as Vice-Chairperson. They
will serve one year terms in these positions.
2. ADOPTION OP RULES AND PROCEDURES:
The Commission adopted its rules and procedures for conducting
meetings. The Commission will meet every second Thursday at
6:00pm in the City Council Chambers.
City Attorney reviewed Brown Act requirements, Robert's Rules
of Order and Conflict of Interest issues.
The following items were on the Housing Commission's agenda for
information and discussion purposes only:

Housing and Redevelopment Director reviewed the roles and
responsibilities of the Commission as outlined in the
ordinance.
4. REFERENCE MATERIALS:
Each Commissioner was provided with a reference manual and a
resource manual. These two manuals included a variety of
documents which will assist the Commissioners in the
performance of their duties. For example, the Commissioners
were provided with copies of the Housing Element, the
Comprehensive Housing Affordability Strategy (CHAS),
. Inclusionary Housing Ordinance, summary of Housing Programs,
City Guide for Commissions, Boards and Committees, etc.

Staff provided a brief summary of the information provided
within the Housing Element, CHAS and Inclusionary Housing
Ordinance. •
INTRODUCTION OP AFFORDABLE HOUSING PROJECT -"THE VILLAS" AT
EL CAMINO REAL:
Staff and Larry Clemens, of Hillman Properties, provided a
summary of the proposed affordable housing project known as
"The Villas" at El Camino Real. The project was presented for
introduction purposes only at this meeting. At the next
Housing Commission meeting, this project will be presented for
a recommendation to the Planning Commission/City Council.
The next meeting of the Housing Commission is scheduled for August
12, 1993 at 6:00pm in the City Council Chambers.
