March 1 o, 1994 CITY COUNCIL CHAMBERS Chairman Scarpelli, called the Regular Meeting to order at 6:05 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Commissioner Calverly. APPROVAL OF MINUTES: ACTION: VOTE: AYES: NOES: ABSTAIN: Motion by Commissioner Sato, and duly seconded, to approve the Minutes of the Regular Meeting of February 10, 1994, as submitted. 5-0-2 Chairman Scarpelli, Commissioners Escobedo, Noble, Peterson, Sato None Commissioners Calverly and Rombotis Commissioner Avis arrived at 6:11 p.m. NEW BUSINESS: 1. REPLACE EXPIRING SECTION 8 PROJECTS -Request for approval of a recommendation to replace Section 8 Payment Project Nos. CA 16-E0n-003 and 004, which expired on February 28, 1994, with Project No. CA16E077-016. Reggie Harrison, Housing Program Manager, reviewed the background of the request and stated that the United States Department of Housing and Urban Development (HUD) reserves funds for housing assistance payments and the cost to administer the Section 8 Program. As funding in those projects expire, it is necessary for HUD to allocate additional funding in new projects. On February 7, 1994, HUD contacted the City of Carlsbad requesting the approval of a resolution to replace expiring projects (No. 003 and 004) with a newly funded project (Project No. 016). The new funding in the amount of $4.3 million would be for four years and would provide rental assistance for 143 units. Direct program costs for administration HOUSING COMMISSION March 10, 1994 PAGE2 would also be provided by HUD and there will be no impact on the City's general fund. Staff recommends approval. Chairman Scarpelli announced that this was not a public hearing. He then invited persons in the gallery to speak. There being none, he opened the item for discussion among the Commission members. ACTION: VOTE: AYES: NOES: ABSTAIN: Motion was made by Commissioner Noble, and duly seconded, to adopt Housing Commission Resolution No. 94-006 recommending to the Housing and Redevelopment Commission approval of a resolution to replace Section 8 Payment Project Nos. ADDITIONAL FUNDING FOR SECTION 8 HOUSING ASSISTANCE PAYMENTS-Request for approval of a recommendation to appropriate an additional $23,000 for Section 8 Housing Assistance Payments for those Section 8 Tenants who move to the City of Carlsbad from the jurisdiction of other Housing Authorities. Reggie Harrison, Housing Program Manager, reviewed the background of the request and stated that in 1988, the United States Department of Housing and Urban Development (HUD) enacted legislation which allows Section 8 Tenants to receive rental assistance from the Housing Authority where their assistance originated, while living in the jurisdiction of another Housing Authority. This legislation, called "portability," is intended to provide greater access to rental housing for Section 8 Tenants. For those Tenants who choose to move to Carlsbad, the Carlsbad Housing Authority pays the monthly housing assistance payments to the local Landlord and receives reimbursement for those payments, along with administrative expenses, from the originating Housing Authority. In 1994, $86,400 was budgeted for Housing Assistance Payments on behalf of those Section 8 Tenants who elected to use the portability feature of the program. As of February 1 , 1994, $66,490 of the allocated funds have been expended. Staff anticipates that an additional $23,000 will be needed to complete payments for this fiscal year. There is no fiscal impact to the City's general fund. The cost of administering "portable" vouchers are reimbursed by the originating Housing Authority. Staff recommends approval. Commissioner Sato would like to see Carlsbad residents currently on the waiting list for Section 8 vouchers given preference over those from other areas. Mr. Harrison explained that we are not giving away vouchers to other areas. There are currently 26 families receiving Section 8 Rental Assistance under the portability statute. Conversely, 75 families whose housing assistance originated with the City of Carlsbad, have chosen to move into the jurisdiction of other Housing Authorities. Commissioner Peterson inquired if staff sees more people moving out of Carlsbad as a result of the economy than are moving in. Mr. Harrison replied no. He feels there are more people moving into the city or are newly eligible for vouchers. - HOUSING COMMISSION March 1 o, 1994 PAGE3 Commissioner Noble inquired if there is any way to transfer the funds permanently to avoid the bureaucracy. Mr. Harrison replied that Washington is currently looking at eliminating some of the paperwork involved with portability. Commissioner Avis inquired how many people and how many agencies are involved. Mr. Harrison replied that the vast majority of Carlsbad residents who do move, go to nearby cities, such as Oceanside or Encinitas. However, he does have one case in South Carolina. Commissioner Avis inquired about the size of our staff. Mr. Harrison replied that there are two counselors and one clerical person on his staff who administer 503 certificates.
