CALL TO ORDER:
Vice Chairman Avis, called the Regular Meeting to order at 6:06 p.m.
PLEDGE OF ALLEGIANCE:
The pledge of allegiance was led by Commissioner Calverley.

There were no requests to address the Commission.
APPROVAL OF MINUTES:
Commissioner Calverley apologized for her comment at the October meeting regarding the Minutes.
ACTION: Motion by Commissioner Calverley, and duly seconded, to approve the Minutes of the
Regular Meeting of October 13, 1994, as submitted.

NEW BUSINESS:
1. Comprehensive Housina Affordabilitv Strateqv Annual Performance ReDort for Fiscal Year 1993-94
- Request for Housing Commission approval of a recommendation to the City Council to submit the
Comprehensive Housing Affordability Strategy Annual Performance Report for Fiscal Year 1993-94
to the U. S. Department of Housing and Urban Development.
Commissioner Escobedo arrived at 6:17 p.m.
Leilani Hines, Management Assistant, reviewed the background of the CHAS and stated that the Annual
Performance Report for Fiscal Year 1993-94 has been prepared to meet the requirements of the Federal
Community Development Block Grant (CDBG) Program.

The City of Carlsbad has an approved CHAS for the five year period beginning October 1, 1993 to
September 30, 1998 and a CHAS Annual Plan for Fiscal Year 1993-94. Each year of the five year period,
a one-year CHAS plan and an annual performance report for the ending fiscal year must be submitted to
the U. S. Department of Housing and Urban Development (HUD) for review and approval. The purpose of
the CHAS Annual Performance Report is to (1) report on progress in carrying out the CHAS Annual Plan;
and (2) assess the City's annual performance in relationship to meeting the City's overall five year priorities
and strategies. The annual performance report is due by December 31,1994.
Regulations for this CHAS Annual Performance Report require a thirty (30) day public review and
comment period. The public review and comment period for the CHAS Annual Performance Report was
initiated on November 1, 1994. Therefore, comments were accepted until 5:30 p.m. on December 1,1994.
Only one comment was received and that was from Catherine Rodman of the Legal Aid Society. Ms.
Rodman stated that the Redevelopment expenditures needed to be separated, to account for funds spent
on administration only. Ms. Rodman also had some suggested changes for reporting assistance to the
homeless. Ms. Rodman's comments were addressed within the report submitted to the Commission.
The Commission discussed funding sources and ways in which monies have been spent this past year.
There was also some discussion regarding homeless shelters during the cold winter months.
Vice Chairman Avis opened the public testimony and issued the invitation to speak.
There being no persons desiring to address the Commission on this topic, Vice Chairman Avis declared
the public testimony closed and opened the item for discussion among the Commission members.
ACTION: Motion was made by Commissioner Escobedo, and duly seconded, to accept public
comments regarding the City of Carlsbad's Comprehensive Housing Affordability
Strategy (CHAS) Annual Performance Report and adopt Resolution No. 94-001 5
recommending City Council authorize the Housing and Redevelopment Director to
submit the CHAS Annual Performance Report for Fiscal Year 1993-94 to the U. S.
Department of Housing and Urban Development (HUD) for review and approval by the
December 31, 1994 deadline.

2. Elections
The Commissioners discussed whether or not it would be a good idea to re-elect Chairman Scarpelli for
another year to provide continuity. It was generally felt that, in the long range, the Commission would best
be served by allowing other Commissioners the opportunity and experience of being Chairperson.
Vice Chairman Avis called for nominations for 1995 Chairperson of the Housing Commission.
ACTION: Motion was made by Commissioner Sato, and duly seconded, to elect Vice Chairman
Avis as Chairperson of the Housing Commission for 1995.

Motion was made by Commissioner Wellman, and duly seconded, to elect
Commissioner Calverley as Vice-Chairperson of the Housing Commissiond for 1995.

3. ChairDerson Rmrt
Vice Chairman Avis commented that he has enjoyed working with the Housing & Redevelopment staff this
past year. He appreciates their commitment, knowledge, and expertise. He has visited many cities and
has attended many meetings throughout his career, but has never found another city where the entire staff
regularly attends Commission meetings.
ACTION: Motion by Commissioner Wellman, and duly seconded, to commend the Housing &
Redevelopment staff for their hard work, dedication, and meeting attendance during
the year 1994.

4. Director Re~ort
Evan Becker, Housing and Redevelopment Director, introduced the newest staff member, Toni Espinoza,
to the Commission. He stated that Ms. Espinoza is very well versed in housing issues. Her former
employer was the City of San Diego Housing Commission. Ms. Espinoza is also bilingual, which will be a
big benefit to staff.
Mr. Becker stated that he was very proud of the Housing and Redevelopment Department; they are a great
group of employees.
Commissioner Escobedo commented that she especially likes the multi-cultural composition of the
department.
ADJOURNMENT:
By proper motion, the Regular meeting of December 8, 1994 was adjourned at 653 p.m.
