Date of Meeting: Place of Meeting: September 21, 1995 CARLSBAD SENIOR CENTER CALL TO ORDER: Vice-chairman Calverley, called the Regular Meeting to order at 6:08 p.m. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Commissioner Noble. ROLL CALL: Present: w Vice-chairman Calverley, Commissioners Escobedo, Noble, Rose, Sato, Scarpelli, Schlehuber, and Wellman Absent: Chairman Avis Staff Present: Reggie Harrison, Housing Program Manager Debbie Fountain, Senior Management Analyst Leilani Hines, Management Analyst Clint Phillips, Senior Management Analyst Dennis Turner, Principal Planner Vice-chairman Calverley introduced the new Commissioner, Mike Schlehuber. Mr. Schlehuber grew up and lives in Carlsbad. He works for Spellman & Co., a firm which is involved in public financing of affordable housing projects. COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Commission. APPROVAL OF MINUTES: ACTION: Motion by Commissioner Noble, and duly seconded, to approve the Minutes of the Regular Meeting of July 13,1995, as submitted. Calverley, Noble, Rose, Sato, Wellman VOTE: 5-0-1 AYES: NOES: None ABSTAIN: Schlehuber Commissioners Scarpelli and Escobedo arrived at 6:15 p.m. NEW BUSINESS: 1. COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY ANNUAL PERFORMANCE REPORT FOR FISCAL YEAR 1994-95 - Request for Housing Commission approval of a recommendation to the City Council to submit the Comprehensive Housing Affordability Strategy Annual Performance Report for fiscal year 1994-95 to the U. S. Department of Housing and Urban Development. Debbie Fountain, Senior Management Analyst, stated that Agenda items #1 and #2 were so closely interrelated that the staff report for both items would be combined in one presentation. Dennis Turner, Principal Planner, reviewed the Housing issues contained in the Housing Element pertormance report. He stated that 295 affordable housing dwelling units were constructed during fiscal HOUSING COMMISSION ,- September 21, 1995 -.. PAGE 2 year 1994-95. Mr. Turner explained the SANDAG "regional share" concept and reviewed the affordable housing objectives established by SANDAG for the City of Carlsbad. Leilani Hines, Management Analyst, discussed the financial highlights of the CHAS, and stated that: - During this fiscal year the City received $558,000 of CDBG funds, of which 16% were allocated to affordable housing or other housing opportunities. A total of 3,223 lower income persons were assisted with housing related services under this program. * The City received $3.3 million in Section 8 Rental Assistance funds which provides rental subsidies for 485 very low-income households. Approximately 11% of these funds was used for administration of the program. The City received $339,000 in set aside and carry over funds, the bulk of which was used on the Villa Loma project. The balance of these funds were committed to the MAAC project (Laurel Tree). Ms. Hines stated that during the 1995-96 fiscal year, the City will also receive HOME funds. This is the first year that Carlsbad has participated in the HOME program. Clint Phillips, Senior Management Analyst, explained the Mortgage Credit Certificate (MCC) program, which provides financial assistance to first time homebuyers. During fiscal year 1994-95, seven households were assisted with MCC funds. The remaining 15 MCCs of this year's allocation will be used in 1995-96. Debbie Fountain, Senior Management Analyst, presented a status report of the affordable housing projects currently in progress. She stated that the La Terraza project was renamed to Villa Loma. Leasing for this project is expected to start in October 1995. Dennis Turner, Principal Planner, concluded the staff presentation by reviewing the housing legislation which is currently in progress. He stated that the City of Carlsbad is supporting AB 1715 (Goldsmith) which changes the certification process for Housing Elements and creates a self-certification pilot program in San Diego County. At 7:18 p.m., Vice Chairman Caberley stated that she had to leave the meeting early and she asked Commissioner Noble to preside in her absence. Commissioner Noble opened the public testimony and issued the invitation to speak. There being no persons desiring to address the Commission on this topic, Commissioner Noble declared the public testimony closed and opened the item for discussion among the Commission members. ACTION: Motion was made by Commissioner Scarpelli, and duly seconded, that the Housing Commission accept public comments regarding the City of Carlsbad's Comprehensive Housing Affordability Strategy (CHAS) Annual Performance Report for Fiscal Year 1994-95 for the Community Development Block Grant Program and adopt Resolution No. 95-009, recommending that the City Council authorize the Housing and Redevelopment Director to submit the CHAS Annual Performance Report for Fiscal Year 1994-95 to the U. S. Department of Housing and Urban Development (HUD) for review and approval by the September 30, 1995 deadline. REQUEST FOR APPROVAL OF THE ANNUAL REPORT ON THE CITY OF CARLSBADS HOUSING ELEMENT The staff report on the Housing Element was combined with the CHAS Performance Report. ACTION: Motion was made by Commissioner Scarpelli, and duly seconded, to accept the Housing Element Annual Progress Report and forward it to City Council for approval and authorization to submit to the State of California Housing and Community Development Department and the Governor's Office of Planning and Research. Escobedo, Noble, Rose, Sato, Scarpelli, Schlehuber, Wellman VOTE: 7-0 AYES: NOES: None ABSTAIN: None INFORMATION ITEMS: 3. UPDATE ON HOMELESS SURVEY Leilani Hines, Management Analyst, passed out a report of the homeless services provided by local agencies and stated that several agencies declined to respond to the survey and others may have estimated the numbers which were provided. She added that, due to the privacy act, it is also possible that some of the numbers represent duplications. Ms. Hines also passed out a listing of the members of the SANDAG Homeless Subcommittee. ACTION: Motion was made by Commissioner Scarpelli, and duly seconded, to accept the Homeless Survey Update report as presented. Escobedo, Noble, Rose, Sato, Scarpelli, Schlehuber, Wellman VOTE: 7-0 AYES: NOES: None ABSTAIN: None 4. AFFORDABLE HOUSING PROJECT STATUS UPDATE Debbie Fountain, Senior Management Analyst, reviewd the affordabe housing status report as provided in the agenda packet. ANNOUNCEMENTS: The next scheduled meeting of the Housing Commission will be October 12,1995 at the City Council Chambers.
